Position Overview

Under general direction of a Public Service Administrator in the Investigations Unit of the Fair Housing Division, performs duties of an advanced specialist in investigations, developing or revising techniques or methods of investigation in the housing and/or non-employment jurisdictions (i.e. real estate transactions, sexual harassment in higher education, access to financial credit and the availability of public accommodations); carries a caseload of routine and complex cases; provides training to newly hired employees and work guidance and leadership to lower level investigators.

Job Responsibilities

  • Investigates charges of discrimination, seeking information, documents and statistical data by mail and phone.
    • Conducts fact-finding conferences with the parties to define issues, discuss each party's position, determine which facts are disputed and obtain evidence.
    • When necessary, conducts on-site investigations, translating for the parties, if necessary, to obtain and organize relevant data.
    • Interviews witnesses in person, by mail or phone.
    • Arranges schedule of work on a caseload, the size of which is dependent upon factors such as complexity of cases and other work assignments.
  • Analyzes evidentiary findings, drafts and submits recommendations to supervisor in the form of detailed reports, consisting of factual documentation, witness statements, and recommendations based on analysis of findings relevant to charges.
  • Assists lower level investigators with complex investigations or the resolution of unusual problems.
    • Acts as team leader in team investigations.
    • Assists in training newly hired employees.
    • Participates in unit staff meetings by offering suggestions and input.
  • Conducts pre-systemic charge conferences with various groups or individuals to define issues relating to possible charges of discrimination.
    • Reviews and analyzes documentation and evidence of discrimination.
    • Prepares detailed supporting documentation and analyses of facts in support of a systemic discrimination charge.
    • Recommends action to be taken.
    • Develops a project plan and timetable.
  • Negotiates settlements between the parties to a charge.
    • Prepares appropriate reports and submits recommendations to supervisor for cases which settle or in which the complainant withdraws or fails to proceed or other cases in which a detailed investigation report is not appropriate.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Education Degree

  • Requires knowledge, skill, and mental development equivalent to the completion of four years of college, preferably with coursework in business, public, or personnel administration, or social sciences.
  • Requires one year of professional experience as a Human Rights Investigator II.
