We are seeking a reliable and motivated individual to join our Human Resources and Administrative Service team. This role will oversee all HR/Admin-related activities within the company. Understanding the Japanese corporate culture and employment practices is a must for this position.

Job Summary:

The HR and Administration Service Manager will be responsible for leading the HR and office administration team. Liaise with senior management to understand the organization's needs and build strategic plans to address them from an HR and Administration perspective. Oversee all human resources operations and office administration, and support business development.

Essential Duties:

  • Plan, develop, and administer various human resources strategies aligned with business goals.
  • Oversee all recruitment activities and ensure that vacant positions are filled in a timely manner. Control the quality of onboarding and initial training programs.
  • Review the payroll preview before the date is submitted for final processing. Records all payroll changes in payroll notes and reconciles with the preview data.
  • Oversee all benefits administration. Review the plan documents and negotiate with benefits providers and brokers. Plan open enrollment sessions for employees.
  • Manage the HR and Admin associates. Assigns tasks and controls the output and quality. Assist and contribute to their professional growth.
  • Implement and annually update the compensation program; rewrites job descriptions as necessary; conduct annual salary surveys and develop merit pool (salary budget); analyze compensation; monitor the performance evaluation program and revise as necessary.
  • Develop, recommend, and implement personnel policies and procedures; prepare and maintain a handbook on policies and procedures; Update the policies when necessary.
  • Approving invoices for payment for office expenses.
  • Recommend new approaches, policies, and procedures for continual improvements in the efficiency of the department and services performed.
  • Assist and coordinate administrative matters for the expatriate employees from the parent company. Communicate with immigration attorneys for handling all visa matters.
  • Responsible for the company's compliance with Federal and State legislation pertaining to all personnel matters.
  • Act as an office manager when projects require. Support business development by researching and communicating with various external professionals if necessary.
  • Manage and oversee all business insurance plans, permits, and licenses including liquor licenses and Airport badges.

QUALIFICATION :

  • Extensive HR generalist experience of more than 5 years with management capabilities.
  • Extensive knowledge of employment-related State and Federal regulations.
  • Extensive knowledge of Japanese corporate culture and employment practices.
  • Must have intermediate PC knowledge, minimum typing speed of 40 wpm, ability to write and communicate professionally, and bilingual fluency (English-Japanese) a plus.
  • Must be customer-oriented and possess the ability to work under pressure.
  • Detail-oriented with excellent organizational skills.
  • Must have a strong professional morals and the ability to maintain the confidentiality of work.
