Duties

Recruitment & Placement : 50%

  • Conducts recruitment/ examining activities for assigned positions (GS-7 & below and wage grade) to include developing competency criteria, job analysis, job announcements (JA), etc.
  • Reviews application for corresponding qualification competencies or skill match.
  • Adheres to procedures for verifying veterans' preference and clearing CTAP and ICTAP.
  • Ensures the selectee (s) meets all regulatory and legal obligations for proposed appointment to include eligibility for federal benefits, probationary prerequisites, or drug testing requirements.
  • Secures all required documentation i.e. proof of citizenship, transcripts etc.
  • Applies pay setting in accordance with applicable OPM and/or internal pay setting policies; codes staffing actins in accordance what the Guide to Process Personnel Actions.
  • Sends notice of results to remaining applicants; and prepares files for announcement close out (i.e. copy of JA, lists of all applicants and their applications, list of eligible referred, evidence of CTAP & ICTAP clearance, etc.).
  • Coordinates with payroll personnel in order to resolve pay issues and ensure timely correction of errors, as well as ensures that all actions are processed by National Finance Center in an accurate and timely fashion.
  • Performs other duties as assigned.
Recruitment & Placement Assistance : 50%
  • Assists HR specialist with the on boarding of new employees to include arranging for physical examinations (based on the occupation), ensuring completion of all appropriate benefits forms, extending job offers, coordinating Entry -on -Duty and/or release dates from losing office, forwards pre-employment packets to new appointees, and coordinates with other related functional offices involve in on-boarding (i.e. pre-appointment security checks).
  • Independently conducts orientation for new appointees as determined appropriate.
  • Responsible for processing new employee's enrollments, administering the oath of office, and ensuring standards of conduct and government ethics orientation are completed and signed.
  • Explains pay rates, pay periods, within grade increases, annual and sick leave accrual, etc. in order to familiarize employees new to the federal government with certain HR terminologies and practices. Coordinates with security counterparts regarding applications for Identification Cards, when required.
  • Responds to applicant inquiries regarding procedures for completing applications, status of job announcements, hiring procedures, and competencies needed to fulfill a position's major duties and/or requirements, etc.
  • Adheres to regulations or agency policy concerning access to printed and electronic files containing sensitive data which must be protected under the provisions of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statues and policy and VHA policy.
  • Reviews completed documents for missing or conflicting applicant information, as required.
  • Uses word processing and/or other office automation equipment and various software programs to create, copy, edit, store, retrieve and print a variety of documents; produce correspondence, memoranda, directives, forms reports; create or maintain spreadsheets or databases, etc.
  • Performs other duties as assigned.

Qualifications

GS-5 Specialized Experience: Must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of preferred specialized experience would typically include:, but are not limited to:
  • Serves as the point of contact for customers on basic issues and refers more technical questions to a Specialist and/or Supervisor
  • General administrative support
  • Answering phone calls
  • Responding to email inquiries and scheduling appointments
  • Gathering information from files, databases and documents
  • Entering information into systems and databases, utilizing software programs to extract, revise or sort information from files, records or databases
  • Processing administrative based actions utilizing various automated systems
  • Utilizing various Microsoft Office based software such as Outlook, Word, Excel, Teams and PowerPoint
  • Extract, revise or sort information from files, records or databases

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years of education after high school.

OR,

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond high school. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

GS-6 Specialized Experience: Must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of preferred specialized experience would typically include, but are not limited to:
  • Accomplishing routine support tasks within an office
  • Maintain files and/or employee records, training record or other items
  • Answering inquiries concerning job vacancies for which application are being accepted
  • Working with automated systems to enter data, complete forms, and correct errors within Human Resources records
  • Experience working in an office setting performing Human Resource related duties
  • Basic knowledge of Federal and non-Federal personnel regulations and laws; explaining business processes, rules, regulations and laws
  • Processing requests for personnel actions
  • Coordinating and ensuring completion of pre-employment requirements
  • Providing routine information
There is no educational substitution for the GS-06 level.

GS-7 Specialized Experience : Must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of preferred specialized experience would typically include, but are not limited to:
  • Knowledge of Federal and non-Federal personnel regulations and laws as it applies to Human Resources
  • Explaining Human Resources processes, rules, regulations and laws
  • Processing requests for personnel actions
  • Providing information to employees on special program entitlements, and application procedures for merit promotion consideration, reinstatement, transfer, etc.
  • Providing technical support to Human Resources Specialists in the Human Resources environment (e.g., maintaining case files and ensuring documentation is in compliance with established guidelines and procedures)Answer a variety of inquires from employees
  • Apply Human Resources rules, procedures, and operations to accomplish support within the organization
  • Provide support to Human Resources Specialists in various areas of the organization
  • Experience processing and tracking human resources related actions; utilized office automation to prepare Human Resources documents and extract, revise and sort information
  • Utilize Human Resources Information Systems to create and update employee records

COVID-19 Pandemic Expanded Telework Program - Due to COVID-19, VA is currently in an expanded telework posture.
