The Division of Finance is currently offering a hire incentive bonus of up to
$4,000.00 to newly hired Human Resource Technician (HRT 1-3) positions.

The incentive bonus will be paid in two equal installments, less mandatory deductions. Employees will be eligible for the first installment after successful completion of 90 days. Employees will be eligible for the second and final installment after the employee’s successful completion of probation. To receive an incentive, employees are expected to agree to a two-year term of employment with the Division of Finance.

The Department of Administration, Division of Finance, is recruiting for a multiple Human Resource Technician 3's located in Juneau!
The position is in the Confidential Unit (CEA) at a range 15.

What you will be doing:
Under the direction of the Payroll Supervisor, this position serves as a working lead staff member and manages the day-to-day operations of the personnel and payroll functions for their assigned departmental agencies. The incumbent will be responsible for directing the work of their team of Human Resource Technician 2s and/or support staff members. They will provide training to staff, assign and evaluate workloads, review and certify personnel actions processed by payroll staff, and certify payroll, supplemental warrants, pay and leave audits, and family leave processing.

We are located in the Michael J. Burns building, close to the Juneau/Douglas bridge; within walking distance to restaurants and grocery stores. This is a fast paced work environment with duties changing daily based on the needs of payroll staff and the payroll cycle.

Who we are looking for:
  • A comprehensive knowledge of bargaining unit contracts, personnel rules, payroll related statutes and regulations.
  • A high level of technical knowledge in the area of payroll and personnel processing.
  • Work experience that demonstrates the ability to quickly and accurately enter, modify and gather information from an automated payroll system.
  • Working knowledge and experience auditing payroll and personnel actions.
  • Strong interpersonal and leadership skills.
  • The ability to communicate effectively both orally and in writing.

Minimum Qualifications

One year of journey technical level human resource experience. This is equivalent to a Human Resource Technician 2 with the State of Alaska or elsewhere.

Substitution:
One year of technical level dispatching experience as an Alaska Marine Highway System Dispatcher with the State of Alaska.
OR
Two years of post secondary education (64 semester hours or 96 quarter hours equal 2 years) from an accredited college or university in any field.
OR
Two years in any combination of post secondary education (3 semester hours or 4 quarter hours equal one month) from an accredited college or university and human resources experience at the journey technical level. This experience is equivalent to a Human Resource Technician 2 with the State of Alaska or elsewhere.
OR
Two years in any combination of post secondary education (3 semester hours or 4 quarter hours equal one month) from an accredited college or university and technical level dispatching experience. This experience is equivalent to an Alaska Marine Highway System Dispatcher with the State of Alaska.

Special Note:
"Human resource" includes experience in recruitment and selection, classification, employee training, employer provided benefits programs, employment law compliance, personnel and payroll, or labor relations. Supervision of subordinates does not in itself constitute human resource work.

It is your responsibility to provide such evidence when applying.
