Skagit Valley College (SVC) is accepting applications for a full-time, classified, Human Resource Consultant 2 position, located at our campus in Mount Vernon, WA.

The Human Resource Consultant works in partnership with the HR team to provide a wide range of high-volume, electronic and paper-based employment records processing, which serves as the primary data flow for our semi-monthly payroll cycles. This position will have primary responsibility for entering employment information into the current HRIS system known as ctcLink, other supporting databases, which may include the WA State PAY1 system, and tracking systems using software tools like Excel. Daily duties include, but are not limited to transactional employment processing, which includes reviewing, entering, tracking, filing, and maintaining employee onboarding, change, termination, benefit, retirement, leave, contract, and job record paperwork; preparation and dissemination of employment related correspondence; interaction with applicants, employees, managers, and guests through phone, email, online, and in-person communications; resolution of pay discrepancies; and general HR office support. The incumbent will also help facilitate new hire paperwork sessions for new employees and will manage processing for volunteers.

This position requires a high attention to detail, accurate and timely data entry into the HRIS, excellent organizational and time management skills, critical thinking aptitude, and good communication with employees, supervisors, managers, instructional unit assistants, deans, HR and payroll staff. Success in this position requires technical and specialized knowledge of the laws, rules, and policies related to state employment, personnel forms, human resource and payroll information systems, employment requirements, pay systems, records management, and various tracking systems used to manage information.

Nestled between the Cascade Mountains and Puget Sound in the northwest corner of Washington State, Skagit Valley College is located 60 miles north of Seattle and 80 miles south of Vancouver, BC. SVC was established in 1926 in Mount Vernon. Operating as one college with several campuses and centers, SVC serves Skagit, Island and San Juan Counties with campuses in Mount Vernon and Oak Harbor, centers in Friday Harbor and Langley, and a Marine Manufacturing and Technology Center in Anacortes.

Duties and Responsibilities

In this role, you will:


  • Manage the processing of high-volume employment transactions, such as new hire intake/onboarding, employment separations, and status changes that include promotions, interim appointments, temporary reclassifications, pay increases, supervisor changes, and budget account updates; perform accurate data entry within all applicable systems;
  • Serve as a key contact for employees and managers regarding matters relating to onboarding, offboarding, wages, payroll, and reporting; work closely with payroll to resolve problems and discrepancies regarding employee pay;
  • Manage tracking systems used for monitoring and determining effective dates of various employment transactions, such as end dates for temporary appointments, reversion dates for temporary reclassifications, and eligibility dates for longevity step increases;
  • Review and approve payment of quarterly contracts, stipends and additional pay, ensuring jobs are set-up in the HRIS accordingly; run the semi-monthly extract process to send contracts to payroll;
  • Manage routine annual, quarterly, monthly, and semi-monthly computer processes, audits, and reporting, ensuring each deadline is met;
  • Create, maintain, and disable employee records and accounts;
  • Oversee maintenance of employment records, taking responsibility for the integrity of personnel files and HRIS data; prepare files for archiving in compliance with appropriate record retention rules;
  • Prepare and send routine and non-routine announcements, notices, and employment-related correspondence to employees, applicable college personnel, and external customers and agencies;
  • Provide back-up HR office/front desk support.
Knowledge, Skills, and Abilities:
Knowledge or understanding of:
  • Federal and State employment laws and regulations;
  • Human resource management practices and procedures, including employment, compensation, leave, benefits, and reporting practices, preferably in a public sector environment;
  • HRIS, related databases, and related reporting;
  • Collective bargaining contract provisions;
  • Business and office technology;

Skilled in
  • Computer use for communication, data entry, spreadsheets, correspondence, and report creation;
  • Microsoft Excel, and be able to create, maintain and use formulas and functions to track, calculate, and analyze information;
  • Microsoft Word, and be able to create, revise, and maintain correspondence, forms, templates, and documentation;
  • Microsoft Outlook, and be able to compose and send emails, and manage calendars;

Qualifications

Minimum Qualifications:

  • One (1) year of professional level Human Resources, Payroll, or closely related administrative support experience;
  • Strong technological and data entry skills attained by extensive experience with data processing, payroll processing, spreadsheet management, or similar data entry work with information systems.
Desired Qualifications:

  • Professional Human Resources (PHR) or Senior Professional Human Resources (SPHR), or Society for Human Resource Management certification (SHRM-CP/SCP).
  • Human resource or payroll experience in a higher education or government setting.
  • Knowledge of human resource office practices and procedures, state and federal employment rules and laws, and provisions of negotiated agreements.
  • HRMS, PPMS, PAY1 or PeopleSoft experience.
  • Understanding of employment classifications, and wage and hour laws.
  • Prior experience preparing and disseminating internal and external communications.
  • Prior work experience requiring policy, procedure or practice interpretation and analysis.
  • Experience working in a union environment.
  • Bilingual in Spanish with ability to communicate verbally in both languages.

Salary, Benefits, Conditions of Employment, Application Procedure

Salary and Benefits:

  • Position placement and starting salary is dependent on education, qualifications and experience: Human Resources Consultant 2 - Salary is based on Range 51, Step A, $4;216 per month with periodic increments to $5;535 per month.
  • A 5% premium will be added to the base salary for Spanish language proficiency.
  • This position is eligible for overtime pay in accordance with the Fair Labor Standards Act and Washington’s Minimum Wage Act.
  • This is a confidential classified position and is not included in the classified staff non-supervisory bargaining unit represented by the Washington Public Employees Association, WPEA.
