What You'll Do:

The Office of the Secretary of State’s Human Resources Division is seeking a Human Resources and Employee Experience Manager* to be a part of the SOS team that will help deliver on that mission. This position works closely with the HR Director and leadership to ensure the Secretary of State’s Office is one of the best places to work in state government. From ensuring the best experience for applicants, to an incredible work experience for long term employees, this position works across the office to create a positive employee experience and culture.

We are a small but mighty Human Resources office that requires both breadth and depth of knowledge of recruitment, onboarding, benefits, payroll, performance, among other abilities. Duties include but are not limited to:

  • Coordinate recruitment and retention of top talent, including selection process, using Taleo and other innovative means to fill vacancies
  • Plan and conduct an engaging employee onboarding and orientation experience as well as conduct employee exit conferences
  • Develop and oversee employee recognition programs and other activities aimed at creating a positive workplace environment and culture
  • Partner with communications team on internal staff communications
  • Promote the use of employee development funds and other professional development opportunities
  • Oversee performance evaluation and goal setting for employees
  • Process benefits, claims and requests (e.g., HC/D/V, disability; workers compensation; childbirth adoption leave; Family Medical Leave Act requests)
  • Process biweekly payroll for all staff (exempt from the bargaining staff to those covered by the Communications Workers of America contract), using Kronos timekeeping system
  • Develop, plan and coordinate training opportunities for SOS employees that enhance the skills and competencies of employees
  • Be available to all staff (e.g., employees; supervisors; managers; administrators) to counsel, coach, provide direction, resolve issues, concerns and discuss sensitive, controversial and confidential human resources matters
  • Assist with writing, updating and maintaining Human Resources policies
  • Create, update and maintain SOS personnel and payroll documents (e.g., Table of Organization; position descriptions; performance reviews)
  • Provide technical advice, assistance and training regarding civil service rules, laws, policies and procedures and human resources practices
  • Assist with Labor Relations responsibilities (e.g., serve as hearing officer, conduct investigations, address contract disputes)
  • Act as liaison with other public entities (e.g., Department of Administrative Services; Ohio Public Employees Retirement System; Bureau of Workers’ Compensation)
  • Assist with special projects and serve on SOS Teams (e.g., Employee Events Committee; State of Ohio Combined Charitable Campaign; Labor/Management Committee)
  • Represent the Director of Human Resources at conferences and training sessions to keep current on changes in labor and human resources laws, rules and procedures

Qualifications


Required

  • Completion of undergraduate core program in human resources, business or public administration; 36 mos. exp. in human resources.
  • Or 4 yrs. exp. in human resources.
  • Or 1 yr. exp. as Human Capital Management Senior Analyst, 64613.
  • Or equivalent of Minimum Class Qualifications for Employment noted above.

Preferred

  • Excellent employee and customer service skills.
  • Experience driving employee engagement and implementing related programs
  • Experience with Kronos timekeeping system (approving ToR’s and timecards)
  • Experience with OAKS HCM (ePar, Benefits, Payroll)
  • Proficient with Microsoft Office applications
  • Professional Human Resources Certification
Knowledge of labor relations*; workforce planning; government structure & process; civil service laws, rules & regulations; agency human resources policies & procedures*; public relations; human resources training & development; employee benefits (e.g., workers' compensation, unemployment compensation, disability insurance, social security, public employees’ retirement)*; federal & state laws & rules governing fair employment practices (e.g., ADA, FMLA, EEO); interviewing; technical writing; supervisory principles/techniques*.Skill in operation of personal computer.Ability to complete statistical analysis; define problems, use proper research methods to collect data; establish facts & draw valid conclusions; calculate fractions, decimals & percentages; gather, collate & classify information about data, people or things; handle sensitive inquiries from & contacts with officials & general public; prepare meaningful, concise & accurate reports.
