The VDH Office of Human Resources is seeking a highly motivated, detail-oriented individual to join our team as a HR Assistant (Background Investigator) in a part-time valuable position. This position will be responsible for conducting background investigations for classified, wage, volunteer, contractor and intern applicants of the Virginia Department of Health, in order to protect the health, safety and welfare of the general populace and ensure the protection of critical infrastructures. May be eligible to telework on a limited basis.
The Background Investigator is responsible for:
  • Evaluates incoming criminal background requests for correctness and completeness and enters the request into the BI log daily.
  • Perform fingerprinting of applicants using LiveScan and assist applicants with scheduling fingerprint appointments through third party vendor Fieldprint
  • Submits fingerprint cards electronically via LiveScan to the Virginia State Police (VSP) following established State Police procedures daily.
  • Retrieves and prints electronic criminal background record responses received from Virginia State Police system (NCJIS) daily.
  • Conducts searches of local and out of state courts to obtain arrest and conviction information.
  • Utilize DMV and Embark to obtain applicant’s driver transcripts to determine eligibility to operate VDH vehicles.
  • Verify military service to include separation and character of service
  • Responsible for responding to information requests from VDH offices concerning background investigation processes and procedures
  • Make appropriate decisions on applicant’s hiring approval or denial based on gathered research and VDH policies and procedures
  • Prepares routine correspondence to VDH HR analyst regarding background investigation results
  • Notify supervisor of extenuating or unusual circumstances of information discovered
  • Maintains accurate hard copy records and ensures consistency with BI case log
  • Properly dispose of background check information.
  • Ensures that supervisor is provided a weekly status report of BI activities and kept informed of any significant issues affecting the BI Unit
  • Assist with BI Unit audits
  • Perform special projects and other duties as assigned by supervisor
  • May serve as backup for other HR functions to include, but not limited to entering HR transactions and administrative HR support

Minimum Qualifications
The selected candidate will have the following minimum qualifications:
  • Demonstrated skills with MS Office to include Word and Excel and Outlook .
  • Ability to use internet web browser to research and retrieve information.
  • Working knowledge of electronic and paper records maintenance such as filing, copying and searching for files electronically.
  • Experience working in a highly sensitive or confidential work environment.
  • Ability to work in a team environment, work independently and track multiple cases.

Preferred Qualifications
The following qualifications are highly preferred:
  • Experience working with background investigations or related/similar function.
  • Experience with LiveScan.

Special Requirements
Employment is contingent upon satisfactory results of a state and federal criminal history background check and the Department of Social Service’s Child Abuse and Neglect Central Registry Check, U.S. HHSIG Exclusion List check, employment reference check and e-Verify. Other financial, credit, driving or other background checks prior to employment may be required for certain positions. Completion of Statement of Economic Interest may be required upon employment.
