The City of Amesbury (estimated population 18,000), a dynamic Merrimack Valley community rich in tradition with a vibrant and expanding economic base, is seeking a strong candidate to serve as the City’s Housing Rehabilitation Specialist. This positionis responsible for inspecting homes with potential health or building violations to determine what work is needed to bring them up to code. The Specialist follows the progress of the project and confirms that the work was completed successfully.

Essential Duties and Responsibilities: Duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific duties does not exclude them from the position if the work is similar, relates, or is a logical assignment to the position.

  • Inspects designated homes to determine eligible rehabilitation work to be undertaken by identifying violations of state and local building and sanitary codes and federal and state lead paint regulations.
  • Prepares work lists and costs estimates of eligible work to be performed and prepares bid documents for the project. Reviews contractor bids and or material price lists to determine cost reasonableness and accuracy.
  • Inspects work progress and, when necessary, prepares change order documentation for approval and works with homeowners to approve payments as invoiced.
  • Acts as an intermediary between contractors and homeowners and resolves disputes if they arise. Assists homeowners with individual questions they have regarding work progress and means and methods of construction.
  • Maintains contractor lists; duties include reference checks, license checks with state licensing boards, and data entry.
  • Other duties as assigned.

Position Details
Non-Exempt, Non- Union, 19 hours per week

Minimum Qualifications:

  • Three years of experience in building construction trade and or housing rehabilitation or code enforcement.
  • Previous training or experience in CDBG or other public housing rehabilitation program preferred.

Required Skills and Qualities:

  • Demonstrated ability to create cost estimates and to prepare material specifications in the construction field
  • Demonstrated knowledge of and comfort with standard office equipment including familiarity with Microsoft office software.
  • Demonstrated knowledge of building and state sanitary codes.
  • Documented experience with the preparation and interpretation of construction plans and specifications.
  • Demonstrated ability to communicate effectively, both verbally and in writing.
  • Ability to administer complex programs in a clear and consistent manner.
  • Valid Massachusetts driver’s license, good driving record and access to reliable transportation required. Position requires ability to drive to and conduct comprehensive visual inspections of private residential properties located in the City of Amesbury, MA.

Essential duties require the ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift up to 25 pounds; exposure to outdoors, dust, mechanical hazards, and electrical hazards; ability to travel to different sites and locations within the City.
