Description and Essential Functions

To plan, organize and direct the activities of the Housing and Homeless Services Department’s Housing Division, which includes developing affordable housing opportunities for the residents of the City; to coordinate assigned activities with other divisions, departments and outside agencies; to provide professional staff support to the Housing and Homeless Advisory Commission; to recommend policy and serve as project manager for affordable housing developments funded by the City; to oversee affordable housing preservation and production development; to work in coordination with department staff to create and implement affordable housing programs; and to perform other duties as assigned.

SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Director of Housing and Homeless Services. Exercises direct supervision over assigned personnel.

ESSENTIAL FUNCTIONS
Functions may include, but are not limited to, the following: plan, organize and direct the activities of the Housing and Homeless Services Department's Housing Division; participate in the selection of staff; coordinate and/or provide staff training; prepare deployment schedules and set priorities; review and evaluate employees work performance; work with employees to correct deficiencies; recommend discipline as required; plan, communicate, delegate and monitor a variety of concurrent projects, prepare, maintain and interpret records and reports; make decisions, recommend and implement section goals and objectives; develop standard operating procedures, establish performance standards and methods; develop and implement policies and procedures; assist in the preparation and administration of section budget regarding anticipated staffing, program expenditures and revenues, equipment, materials and supply requirements; requisition or direct the requisitioning of materials, supplies and equipment as required; manage and participate in the development and implementation of goals, objectives, policies, and priorities for the City’s housing programs; coordinate with City, Federal, State and private companies and non-profit agencies to develop affordable housing projects; serve as a technical resource for developers of affordable housing; serve as a policy knowledge expert, understanding affordable housing regulations and policies as they apply at the municipal level, including density bonus; prepare, review, and analyze contracts, legal documents, financial information, and proposals relating to construction, rehabilitation, loan underwriting, compliance monitoring, and program requirements; develop and implement plans to assist in the development of affordable housing projects through such activities as below market rate housing finance, loan and grant programs and emergency and transitional housing developments; manage ongoing compliance activities, including monitoring of regulatory agreements and administration of the City's affordable housing loan portfolio; establish and maintain communication with organizations, private business firms, public agencies and the general public to promote and facilitate affordable housing projects; supervise special studies and participate in presenting comprehensive reports on all aspects of assigned programs and activities; receive parameters and direction from the City Council regarding potential affordable housing projects; develop specification and prepares requests for proposals and grant applications in coordination with the Homeless Solutions Manager; provide input into policies, funding initiatives and regulations; develop and implement affordable housing programs and expenditures of affordable Housing funds; review and evaluate affordable housing proposals and makes recommendations regarding project selection to the City Council. Coordinate efforts of City departments involved in the planning and implementation of affordable housing projects; supervise staff responsible for the review of site development architectural plans in conjunction with City planning staff as required, both in office and on site; monitor the development, construction and implementation phases of affordable housing projects to ensure contract compliance; participate in project and loan agreement negotiations; solicit, select, contract with, and manage consultants; represent the City's interest and make recommendations to City Council in affordable housing sales and foreclosure proceedings; serve as the staff liaison to and ensure that the Housing and Homeless Advisory Commission is adequately supported in the conduct of their duties; represent the City at various meetings and conferences; prepare staff reports and make presentations and recommendations to the City Council, Housing and Homeless Advisory Commission and Planning Commission; make presentations to stakeholder groups as necessary; respond to and resolve difficult and sensitive resident inquiries and complaints; administer and coordinate property acquisitions, relocations and dispositions; build and maintain positive working relationships with co-workers, other employees and the public using principles of good customer service; perform related duties as assigned.

Minimum Qualifications

Any combination of education and/or experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: five (5) years of responsible experience in program development, policy analysis and program management including two years of supervisory experience AND training equivalent to a Bachelor’s degree from an accredited college or university with major course work in management, urban planning, public administration, business administration, real estate financing or a closely related field. License or Certificate: Possession of a valid California driver’s license.

Principles and practices of organization, administration, budgeting and personnel management; pertinent local, State and Federal rules, regulations and laws; computer equipment and software applications related to area of assignment. Ability to: deal effectively and gain cooperation with a broad range of clients, including developers, architects/engineers, property owners/managers, those seeking affordable housing, and the general public; use budget control tools and practices; supervise staff and build a high-functioning team; ensure that division activities conform with Federal, State and local laws and regulations; negotiate with consultants, developers and property owners; assist in preparing annual budget and monitoring revenues and expenditures. Analyze complex financial proformas and regulatory agreements; review and analyze proposed regulations, legislative measures, and policies; analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals; analyze division policies and procedures; prepare and present written and oral reports to the City Council and other City Boards and Commissions; select, supervise, train and evaluate assigned staff; mentor, coach and develop assigned staff; exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs; work well under pressure to meet deadlines; manage complex projects with multiple stakeholders; communicate clearly and concisely, both orally and in writing; use common office software and equipment; establish and maintain effective working relationships with those contacted in the course of work including community organizations, other agencies, elected officials, consultants, other City employees and the general public; work with various cultural and ethnic groups in a tactful and effective manner.

Physical Demands and Working Conditions
On a continuous basis, sit at desk or stand for varying periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone, and write or use a keyboard to communicate through written means; and lift or carry weight of 10 pounds of less. See in the normal vision range with or without correction; hear in the normal range with or without correction. Primary work is performed indoors in an air-conditioned office environment with fluorescent lighting and moderate noise level. Some exposure to the external environment is required when performing duties in the course of work. Work is frequently disrupted by the need to respond to in-person and telephone inquiries.
