Additional Dwelling Unit (ADU) / Equitable Transit Oriented Development (ETOD) role description:

Working in the Policy, Research, and Legislative Affairs bureau, the Housing Development Coordinator will split their time between the ADU and ETOD initiatives. Their work on the ADU initiative will focus on providing recommendations for program improvements and opportunities to increase uptake, especially among under-represented groups. This will include potential changes to the program ordinance, as well as improvements to the ADU grant program, and outreach, education, and engagement to property owners, tenants, architects, contractors, lenders, and others. A small amount of time will be required for program administration.

The ETOD work will involve acting to coordinate the furthering of the department’s ETOD policies, including with respect to developments applying for Low Income Housing Tax Credits, by working with Multifamily Finance staff to ensure developments are following best practices.

Housing Preservation Program role description:

Working in the Housing Preservation/Neighborhood Development Unit, the Housing Development Coordinator will concentrate on development and management of new and existing neighborhood preservation programs with a strong emphasis on micro market revitalization in neighborhoods of historic disinvestment. The work on acquisition, rehabilitation, and re-occupancy programs within the unit will focus on identifying strategic acquisitions that will assist in supporting change and moving private market activity.

Program development will be needed for this role and will require knowledge of the City Council process for grant approval and changes in ordinances.

The challenge of local redevelopment is the variety of problems associated with vacancy and abandonment. Understanding the legal processes for forfeiture and receivership will be necessary to address strategies associated with revitalization efforts.

ESSENTIAL DUTIES

  • Coordinates the contract renewal and ordinance process for housing programs and policies
  • Provides oversight and support to new and existing housing programs and developments
  • Reviews and approves housing program budgets
  • Facilitates and coordinates development efforts for new construction and rehabilitation projects
  • Conducts and arranges site visits to developments as needed
  • Coordinates efforts with departmental divisions and governmental agencies to move forward construction, acquisition, and rehab developments
  • Oversees and coordinates planning and reviews programming to ensure proposed developments are compatible with departmental policies and plans
  • Meets with community organizations, alderman, and private developers to discuss concerns pertaining to proposed development projects
  • Prepares executive summaries, reports, and ordinances to be presented at City Council proceedings
  • Engages with program managers to connect opportunities for development with program participants
  • Acts as liaison to delegates and developers for reporting and vouchering

Additional duties may be required for this position

Days: Monday – Friday

Hours: 9:00am – 5:00pm

Qualifications


MINIMUM QUALIFICATIONS

  • Seven (7) years of residential and/or commercial lending experience; OR
  • Graduation from an accredited college or university with an Associate’s degree in Finance, Business Administration, or a directly related field; plus five (5) years of residential and/or commercial lending experience; OR
  • Graduation from an accredited college or university with a Bachelor’s degree in Finance, Business Administration, or a directly related field; plus three (3) years of residential and/or commercial lending experience; OR
  • Graduation from an accredited college or university with a Master’s degree or higher in Finance, Business Administration, or a directly related field; plus two (2) years of residential and/or commercial lending experience;

SELECTION REQUIREMENTS

This position requires applicants to complete an interview which will include a skills assessment as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.

Preference will be given to candidates possessing the following:

  • Previous experience with multi-family development, especially affordable housing
  • Previous experience with community engagement
  • Previous experience with policy research and/or advocacy
