SWALCO was formed in 1991 and is a Distinct Unit of Local Government with 43 municipalities and the County of Lake as members. SWALCO employees enjoy the same benefits as employees of Lake County due to an intergovernmental agreement between SWALCO and Lake County that provides us access to the County’s administrative functions and programs.

The primary responsibility of the Solid Waste Agency of Lake County (SWALCO) is to implement a regional approach to solid waste management which addresses the economic, political, and environmental issues in Lake County. This includes essential programs created and maintained by our team including the Household Chemical Waste (HCW) collection program.

The HCW Program and Facility Manager will be responsible for coordination, support and supervision of the HCW collection events and the preventative maintenance, repair and operation of the facility infrastructure. This position is a full-time, 40 hours per week, salaried position with up to (30) Saturdays in rotation.

Essential Functions

  • Responsible for the coordination, support, and supervision of the HCW Program including mobile and pharmaceutical collection events.
  • Coordinate the storage, shipment, and disposal of HCW.
  • Maintaining and/or acquiring the necessary training including RCRA/DOT, Forklift, and OSHA regulations.
  • Adhering to all waste compliance requirements.
  • Responsible for maintenance of HVAC, back-up electrical power systems, plumbing and electrical infrastructure, fire and life safety systems equipment and annual inspections.
  • Operate, maintain, repair, and install all equipment as assigned in accordance with guidelines and department policies.
  • Maintain all logs, records, and other reports on HCW program and facility with up-to-date data.
  • Preparing and maintaining the annual HCW budget.
  • Prepares reports for Board of Directors as necessary.
  • Solicits proposals for HCW vendors.
  • Prepares and submits HCW operations reports to the Village of Gurnee, Health Department and IEPA in accordance with intergovernmental agreements.
  • Maintain records required by state.
  • Drive the SWALCO box truck to job sites and have valid Class C license.

Knowledge Skills Abilities and Education Required

  • Knowledge of hazardous waste regulations and procedures.
  • Adequate safety and OSHA regulations regarding the storage and management of hazardous waste.
  • Most have the capability to supervise trained contract personnel in handling and storing hazardous waste.
  • Maintain equipment and supplies used in HCW collections.
  • Knowledge and background in building maintenance.
  • Understands occupational hazards and safety precautions involved in the maintenance of facilities and equipment.
  • Strong problem-solving abilities and conflict resolution.
  • Skill in time management and attention to detail.
  • Ability to successfully use general office software and equipment.
  • Effectively communicate clearly and logically both verbally and in writing with staff members.
  • Obtain the ability to prepare clear, concise, and comprehensive reports, correspondence, and documents.
  • Responsible for coordination, support, and supervision of the HCW collection events.
  • Accountability regarding preventative maintenance, repair, and operation of the facility infrastructure.
  • Ability to establish and maintain effective working relationships with organization managers and staff, representatives of other governmental agencies, the public and others encountered in the course of work.

EDUCATION AND EXPERIENCE REQUIREMENTS:
  • Education or training equivalent to a Bachelor of Science degree with courses in chemistry is preferred
  • Five years of relevant experience
  • 40-HR OSHA HAZWOPER training
  • DOT Training
  • Forklift Certification
  • Valid driver’s license with a satisfactory driving record
  • Background in the maintenance of mechanical equipment, and a variety of building/maintenance trades is preferred.
  • Or any combination of education and experience that demonstrates the candidate possesses the knowledge, skills, and abilities to perform the duties prescribed to the position (above).
