Job Summary


The Federal Regional Operations Manager is responsible for initiating, directing and implementing policies, procedures and activities within the Health Regulation Division related to the management of a comprehensive statewide system of state licensing and federal certification of health programs.

This position will supervise Regional Surveyor Supervisors and their teams located throughout the state of Minnesota.

Responsibilities will include:

  • Directing, leading and coaching supervisors to assure all licensing and certification and incident evaluations are completed in a timely manner by qualified personnel to achieve and maintain high quality care.
  • Initiating survey and evaluation visits in response to situations such as complaints, neglect, abuse actions, etc. Clarifying the intent of regulations for facilities and providers, consumers, the general public, residents, legislators and others to advise on acceptable methods of complying fully with regulations to improve patient care and assure equity.
  • Advising the Executive Management Team on problems with facilities and establishments, interpretations of regulations, and implementation of changes on regulatory programs.
  • Assisting professional staff in decision making and processing of survey packages for facilities with specific problems and coordinating efforts cross-divisionally.
  • Assisting in the development and revision of rules and regulations.

This posting will be used to fill two (2) positions. The location of the positions will be determined by the top candidates and be based out of the closest MDH metro or district office location.

These positions are eligible for telework, based on business needs and manager discretion. Commuting to the St. Paul office and other MDH office locations across the state may be required.

Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.

Qualifications

Minimum Qualifications

A Bachelor’s Degree in a health-related area OR a current health professional license.

AND

Four years of professional experience which includes all of the following:

  • At least two years as a supervisor, team lead, lead worker or project lead

  • Experience with implementation of the federal or state regulatory process

  • Experience with two or more health regulatory types (nursing home, hospital, home health care, intermediate care facilities for persons with intellectual disabilities, dialysis, mental health setting, etc.)

Preferred Qualifications

  • Bachelor’s degree in a health-related area.

  • Experience mentoring, coaching or teaching other professionals.

  • Training, experience, certification, or license in relevant medical, nursing, health, legal, enforcement, or investigation areas.

  • Experience conducting internal quality assurance activities.

  • Experience conducting surveys or investigations of health care providers.

  • Knowledge of federal and state laws and regulations pertaining to nursing and health services and the ability to interpret these laws and regulations for implementation.

  • Ability to conceptualize large systems and develop approaches within a system to accomplish program goals. Experience working with multiple projects concurrently.

This position requires successful completion of a background check.

Successful completion of the Federal Surveyor Minimum Qualifications Test (SMQT).
