Job Purpose and Organizational Context
Today Ukraine is facing its most serious challenges since achieving independence in 1991. The ongoing war has already resulted in significant loss of life, unprecedented displacement, internally and towards neighboring countries, and devastating destruction of infrastructure. The UN Ukraine Flash Appeal shows that at least 15.7 million people are in immediate need of emergency assistance and protection. Early projections indicate that if the war should continue in the medium to long term, up to 90% of the Ukrainian population could face poverty and extreme economic vulnerability, and the country’s socio-economic progress could be set-back by almost 20 years. In the short-term, 62% of the population is at high risk of falling into poverty. Ukraine’s economy is set to shrink by 45% this year due to the war and even with a moderate recovery in the next few years, by 2025 the GDP would still only be two-thirds of the pre-war GDP in 2021.

In addition, the country faces losses of many people’s lives and devastative destruction of infrastructures and economic bases. Currently, more than 50% of the energy infrastructure damaged, causing the massive disruption of energy supply nationwide with millions of people experiencing power outages and challenges in heating. Extensive scale of destruction of infrastructure, rehabilitating or constructing infrastructures and installing equipment with necessary supply of the materials is urgently required to restore or maintain life-line and key basic services, followed by removal or mines and explosives as well as debris.

Under pillar 1 of the UNDP Resilience Building and Recovery Programme for Ukraine (i.e., Government Capacities for Crisis Response & Management / National Recovery and Development Plan and war damage assessment) UNDP in Ukraine established the project “Strengthening evidence-based recovery in Ukraine” to scale up the support for evidence-based recovery including development of tools, methodologies and technical standards through a) producing building damage assessments, to be applied in all affected communities b) strengthening the government capacities to coordinate and lead damage assessments and c) building a repository of relevant baseline and GIS datasets, from damage assessments and open sources including the use of a number of digital tools for Secondary Data Review, machine learning, and natural language processing, to inform the recovery efforts.

Under this project, UNDP established a Decision Support Unit (DSU) to drive and coordinate various assessments and data collection/analysis in a variety of areas, to inform future actions pertaining to the recovery efforts. In addition, UNDP signed a Memorandum of Understanding with The Ministry of Communities, Territories and Infrastructure Development to launch a building damage assessment (BDA) and support the development of GIS system.

Based on the above, UNDP Ukraine is seeking a qualified Graphics designer (visualization), who will join the Decision Support Unit and under the overall supervision of the Project Manager and will work on providing actionable analysis for UNDP Ukraine and national partners.

This position is a national position on a Personal Service Agreement at NPSA 8 level. Under the direct supervision of the Strengthening evidence-based recovery in Ukraine Project Manager, the incumbent will be responsible for the following key tasks.
Duties and Responsibilities

I. Conceptualize and develop data visualizations:

  • Transforming data sets, and quantitative and qualitative analysis into compelling designs and layouts
for print and digital publications, including brochures, reports, briefing notes, etc.
  • Design and produce visual materials for social media campaigns and updates on progress/ results and
initiatives.
  • Organise and visualise raw data, aggregated data, and unstructured data.

II. Develop presentation and briefing materials

  • Organize and participate in relevant meetings and prepare presentations and briefings.
  • Provide recommendations on the best and most relevant visual design style and materials suitable for
the target audience.
  • Explore the latest data visualization tools and standards and propose the most applicable solutions.

III. Provide support to UNDP communications

  • Liaise with and report to UNDP Communications and Programme Analyst regarding any visual design work
  • Contribute to the development of design guidelines, templates, and other design resources to ensure
consistency across all communications.
  • Take part in the editing and quality control of the UNDP knowledge products to ensure accuracy and
visual consistency.

Required Skills and Experience
Education:

Master’s degree or equivalent in graphic design or any other related qualifications including art and design or
Bachelor’s degree with additional two years of experience can be taken into consideration in lieu of Master’s degree.

Experience:

A minimum of 2 years (with Bachelor’s degree) of progressive experience in data visualization, producing infographics and interpreting data for reporting and/or other substantive area is required. Relevant experience with Master/s degree is desired.

Required skills

Internet research skills, ability to handle and interpret data, proficiency in design software.
Experience in development of statistics, charts, and social networking

Desired skills

Experience of working with data analysis, and visualization software products e.g., PowerBI, Tableau, STATA, D3 or similar would be a strong asset.
Relevant experience in data visualization, producing infographics and interpreting data for reporting would be an asset.
Strong theoretical and practical background in graphic design, including the use of design software such as Adobe Design Premium, In-Design, CorelDraw, or similar.
Excellent graphic design and creative skills

Language

Fluency in Ukrainian and working level in English.
