Under limited direction of the GIS Manager, provides technical expertise for modeling, analysis, web publishing, and geo-processing to support a comprehensive Geographic Information System for the City of West Palm Beach. Work involves data conversions, cartography (map production), cartographic design, data loading & conversion, monitoring database for consistency and QA/QC, solution deployment, web services configuration and support, design, and implementation. The GIS Analyst must demonstrate a strong commitment to exceptional customer service while providing high quality deliverables on time. The GIS Analyst is responsible for geospatial data management, analysis, and visualization, including dashboards, web maps, and web app configuration, data transformations and performs other related duties and special projects as assigned.

DUTIES AND RESPONSIBILITIES (Which are not in any hierarchical order)

1. Geospatial data editing and QA/QC in traditional versioned environment using ArcGIS Pro.

2. Operates in the ArcGIS environment using specialized tools to filter, transform, geocode, process, and upload geospatial data to enterprise geodatabase and other business systems.

3. Creates, tests, and deploys geoprocessing tools to support business process and maintain data integrity.

4. Verifies the collected data is within required quality standards; and performs quality control review of GIS layers.

5. Works with LiDAR data to develop LAS datasets and visualization options including 3D

6. Perform QA/QC of the geometric network and is a lead to GIS Specialist ensuring consistent and accurate data entry.

7. Produces high quality cartographic products, including 3D & thematic web maps and scenes for applications

8. Prepares presentation maps or reports for public meetings

9. Designs enterprise applications using ESRI products ArcGIS Solutions, Dashboards, Hub sites, Configurable apps, Field maps, Story Maps, ArcGIS for SharePoint, App Studio, Web App Builder for internal and external customers.

10. Perform moderately complex support of Tyler EnerGov Community Development application

11. Perform moderately complex modeling for routing vehicles

12. Performs GIS analysis on raster and vector data sets.

13. Provides technical guidance and training, monitor, and discuss concerns, malfunctions and other issues with appropriate personnel and develop actions to address issues.

14. Assists in maintaining and enhancing performance of all new and existing GIS applications across the organization.

15. Maintains the quality of metadata repository/data dictionary by adding, modifying, and deleting data. Provides input to the development of information quality metrics.

16. Regular and consistent attendance for the assigned work schedule is essential.

17. Performs other related duties as assigned.



Salary

Depending on qualifications the starting salary for this position will be in the range of (Pay Grade 62):

Qualifications


Bachelor’s degree with a major in Geographic Information Systems, Computer Science, Geosciences, Geography, or related field (education will be verified using the "Education Requirements" listed below) and three (3) years of experience in performing GIS analysis related activities is required, or any equivalent combination of training and experience. Must be proficient with ESRI ArcGIS suite of applications and extensions, database management (including geodatabase), and Microsoft Office applications.

GIS Certificate from an accredited institution and/or Geographic Information Systems Professional (GISP) certificate is preferred.

A current and valid Florida driver’s license is required. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment.

Education Requirements: To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by:

a) a public education institution in the State of Florida or any State or Territory of the United States; or
b) an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or
c) an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or
d) an institution whose degree or certification is accepted by institutions identified in either a), b), or c), above, for the purpose of admission to institutions identified in either a), b), or c) above.


International degrees will be evaluated to determine if they satisfy qualification requirements.

State of Emergency:
When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. Employees deemed critical by the City but not needed for the initial preparation and/or continuation of emergency operations or for special work detail may be directed not to report to work, and given paid administrative leave or they may be reassigned to another location that best meet the needs of the City.

The City of West Palm Beach allows remote work assignments for certain job classifications and under certain conditions in accordance with Remote Work Policy 4-20.
