For more than four decades, SBCTA (previously known as SANBAG) has taken pride in delivering on its commitment to the voters through the implementation of Measure I. This half-cent sales tax that generates transportation dollars that are from the region and for the region is a critical element in the agency's goal to keep people and goods moving effectively. ABOUT THE JOBUnder general supervision, performs technical and professional duties in the production of maps and data analysis, transportation planning and transportation modeling in support of SBCTA programs and subregional planning efforts; develops, maintains and administers geographic information systems (GIS) database and transportation modeling software, and integration of other applications with the GIS systems; and performs related work as required. Supervision Received and ExercisedReceives general supervision from the Deputy Director of Planning and GIS Administrator. Class CharacteristicsThis is a journey-level professional class that independently performs the full range of GIS, transportation planning, and transportation modeling tasks. The incumbent works under limited supervision and is expected to perform the full range of analytical work requiring considerable knowledge of GIS, transportation/land use analysis, and mapping practices. Positions at this level work independently, apply well developed technical and analytical knowledge and exercise judgment and initiative. This class is distinguished from the GIS Administrator in that the latter performs more complex analytical work, has primary responsibility over the entire agency's GIS systems, database and services, Data Management Office hardware and software, and oversees all GIS-related functions.

EXAMPLE OF DUTIES

Provides GIS technical assistance to staff on projects and programs; coordinates with other departments and agencies on GIS issues and solutions.Creates, gathers, maintains, edits and prepares data for GIS, transportation/land use planning and transportation modeling purposes.Performs transportation and spatial analysis using GIS and Microsoft products.Produces maps, graphics, plots and other GIS and transportation modeling products.Provides technical support for the application, development and maintenance of the GIS-based San Bernardino County Transportation Analysis Model (SBTAM).Performs research related to GIS, transportation modeling and SBCTA projects and programs.Participates in researching, formulating and responding to grant opportunities; manages grant awards and grant projects as assigned.Assists in drafting transportation planning reports.Assists with office management activities including purchase orders.Assists in the development of goals, objectives, policies and procedures; investigates, interprets, analyzes and prepares recommendations in relation to proposals for new programs, grants and/or services.Attends, participates and represents SBCTA at interdepartmental, interagency and professional meetings; stays abreast of new developments within assigned area of responsibility; maintains awareness of federal, state and local regulations.Performs other duties as assigned.

SUPPLEMENTAL INFORMATION
PHYSICAL DEMANDSMust possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds. Environmental ElementsThe employee works in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. The employee interfaces with staff, management, other departmental representatives, transportation and government officials, business representatives, and the general public in explaining SBCTA policies and requesting and providing information.
