The City of Fountain Valley is looking for an energetic, self-motivated individual who has a desire to learn, can successfully multi-task, possesses a great attitude, and has a PASSION for customer service and collaboration.

CLASS DEFINITION
Perform a variety of skilled and supervisory work in the construction, maintenance, rehabilitation, operations, and reconstruction of the City’s water infrastructure and facilities.

DISTINGUISHING CHARACTERISTICS
This journey-level classification is distinguished by the incumbent performing more difficult tasks in water maintenance and operations, which are performed with some independence within established policies, procedures, and techniques.

SUPERVISION RECEIVED
The incumbent works under the general supervision of the Water Supervisor and exercises the day-to-day functional supervision over assigned crew members.

Job Overview

ESSENTIAL DUTIES
  • Answer consumer questions regarding water service and quality
  • Operate trucks, backhoes, loaders, and various motorized and non-motorized equipment utilized in the water industry, as needed
  • Plan and coordinate work schedules
  • Prepare and maintain pertinent reports and records
  • Supervise, train, assign and review work assignments of Utilities staff, prepare performance evaluations, identify areas for improvement and work with the employee to meet department standards and establish work schedules
  • Provide formal or functional supervision, including training, to subordinate employees in the proper use and care of equipment and proper safety procedures
  • Maintain work, time, and materials records
  • Enforce proper safety procedures and ensure Cal/OSHA and MUTCD regulations are followed
  • Oversee and participate in the performance of emergency repairs, and respond to emergency calls after hours
When Assigned to Water Distribution:
  • Lead, plan, participate in, and review the work of skilled staff responsible for the installation, maintenance, operation, and repair of water distribution pipelines, valves, services, meters, hydrants, and backflow devices
  • Maintain continuous meter reading, valve, and hydrant testing and maintenance program
  • Supervise a variety of special projects, including excavation and grading trenches, laying of pipes, installation of fittings, and flushing water mains
  • Supervise Advanced Metering Infrastructure (AMI) system operations and maintenance
  • Manage water work asset management software for the water system
When Assigned to Water Production:
  • Lead, plan, participate in, and review the work of skilled staff responsible for the operation of the water production facilities and the installation, maintenance, operation, and repair of reservoir tanks, booster pumps, well pumps, and chemical production and injection equipment as well as the related mechanical, hydraulic, and electronic equipment systems
  • Lead and participate in inspections of well and reservoir sites, read meters, calculate chemical usage, check pumps for normal operation and perform general site inspections
  • Supervise a variety of special projects, including flushing water mains; regulating water flows to obtain the best quality and most economical supply of water; and maintenance of the proper chemical balance in the City’s water supply
  • Activate controls to start and stop facilities as required with computer-controlled Supervisory Control and Data Acquisition (SCADA) system
  • Monitor the operation of computerized telemetry equipment
  • Maintains pressure reducing, pressure relief, and pressure sustaining valves and related pilot controls
  • Instruct and enforce proper care, handling, storage, and transportation of hazardous chemicals
  • Lead and participate in chemical feed pump adjustment to ensure proper chemical dosage settings based on test results

OTHER JOB-RELATED DUTIES

  • Plan, set up, and monitor traffic delineations and road closures
  • Flush mains
  • Inspect and coordinate with contractors on water-related new construction and repair
  • Requisition supplies and equipment and assist in the maintenance of inventories
  • Perform off-duty standby duty monitoring of all water and reclaimed water facilities, including wastewater pump and lift stations as assigned
  • Perform other duties as assigned
When Assigned to Water Distribution:
  • Supervise and/or operate the backhoe/loader as needed for water/sewer repair excavations
  • Supervise advanced metering infrastructure system, operational maintenance, and meter change-out programs
  • Set up, monitor, and disassemble trench excavation and shoring equipment
When Assigned to Water Production:
  • Operate and maintain stormwater lift stations and sewage lift stations

Qualification Guidelines

EDUCATION:

  • High school graduation or equivalent
  • College coursework in water technology or a related field is highly desirable
  • Previous supervisory education/experience is highly desirable
EXPERIENCE:
Five years of journey-level experience in Public Works operations, maintenance and repair of water facilities, preferably in a municipal setting, is required.

REQUIRED KNOWLEDGE AND SKILL LEVELS:
  • Previous journey-level experience in Public Works production operations, construction, maintenance and repair of water facilities
  • Principals of water flow, hydraulics and pressure
  • Pipe installation and maintenance
  • Methods, practices, materials, tools and equipment used in the installation of water mains and services, fire hydrants, various types of valves and backflow devices
  • Read blueprints relating to water mains, plans and specifications
  • Exercise good judgment in problem-solving of complicated control systems and large complex machinery used in water maintenance
  • Knowledge of Federal, State, County, and local rules, regulations, and standards affecting municipal water, reclaimed water, and/or waste water departments
  • Related work hazards and common safety rules and procedures as they apply to Public Works construction and maintenance
  • Proper safety practices and procedures in maintenance for employees
  • Skill in the use and maintenance of small hand tools, power equipment, and other water maintenance equipment
  • Establish and maintain effective working relationships with other employees, City officials, contractors, and the public
  • Communicate effectively verbally
  • Customer service principles and techniques
  • Understand and follow written and verbal instructions
  • Plan, coordinate and supervise unskilled, semi-skilled, and skilled subordinates
  • Interpret and follow technical instructions and specifications relating to assigned work
REQUISITE ABILITIES:
  • Supervise and train subordinate employees and prepare employee performance evaluations
  • Understand and carry out verbal and written instructions
  • Prepare and maintain reports and records
  • Safely operate vehicles, equipment, power and hand tools
  • Implement and oversee preventative maintenance program for equipment, tools and machinery
  • Perform heavy manual labor for extended periods and under unfavorable weather conditions
  • Lift and carry heavy objects safely
  • Respond to emergency conditions in all department functions
  • Monitor and perform water treatment chemical applications and sampling
  • Monitor and anticipate City water demand, as well as, how to increase or decrease necessary supply
  • Basic arithmetic calculations and the ability to take measurements
  • Read and understand work orders, drawings, maps, etc.
  • Interpret engineering plans and specifications
  • Work with a variety of personnel, including full-time, part-time, and contract personnel
  • Procedures for use of confined space entry, air quality monitoring equipment
  • Water disinfection systems, water treatment chemistry, chemical dosage calculations, and the use of basic laboratory instruments
  • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed
LICENSE(S) REQUIRED:
  • Maintain, at all times, the license(s) required for this job classification.
  • A valid California Class C Driver’s License is required.
When Assigned to Water Distribution:
  • Possession of, or ability to obtain within the probationary period, a valid California Class A Commercial Driver's License for airbrake and manual transmissions is required at the time of appointment or within the probationary period.
  • A Tanker endorsement is highly desirable
When Assigned to Water Production:
  • A valid California Commerical Driver’s License is highly desirable.
CERTIFICATION:
  • Possession of Grade I Water Treatment Operator Certification required at time of appointment or ability to obtain within the probationary period.
  • Possession of Grade II Water Distribution Operator certification is required at time of appointment and possession of, or ability to obtain Grade III Water Distribution Operator certification is required within the probationary period.
  • OSHA competence certification for trench shoring is highly desirable.
SPECIAL REQUIREMENT:
Must be available for standby duty and is subject to periodic call-out during off-time hours to assist in emergency repairs and to work various shifts

PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS:
Work will primarily be outdoors, with full exposure to the elements, but may work indoors as well perform strenuous physical labor for extended periods of time requiring physical strength and endurance; drive a City vehicle on City business; operate motorized equipment and machinery; may work under damp conditions and in confined spaces and therefore, may work on slippery and uneven surfaces; crouch, sit, stand, walk, bend, crawl, kneel, pull, reach, push, twist, climb ladders and sloping surfaces, grasp, drag, lift and carry items weighing up to 100 pounds; work above shoulder level with power and/or hand tools for sustained periods of time; may be exposed to dust, pollen, grass, dirt, chemicals, solvents, paint, grease/oil, fumes, electrical and mechanical hazards, vehicular traffic, vibration, and noise, work with machinery; meet the physical requirements of the class and have mobility, vision, hearing, dexterity, and use of both hands and legs appropriate to the duties to be performed.
