Overview
The Houston Public Works Department (HPW) is the largest and most diverse public works organization in the country. The department is responsible for streets, drainage, producing and distributing water, collecting and treating wastewater, and permitting and regulation of construction. Accredited by the American Public Works Association, our over 4,000 dedicated public servants work together to create a strong foundation for Houston to thrive.

Within the Department, the Houston Permitting Center Service Line (HPC) administers & enforces over 400 permit types for the City of Houston and its jurisdictions, annually reviews over 65 thousand commercial & residential plans, and manages over $80M in revenue and expenditures, respectively, related to permitting & regulatory operations. All 600+ members of the Houston Permitting Center are service providers committed to safe community development through the permitting and regulation of public and private construction and is home to three branches of service: Building Code Enforcement, Office of the City Engineer, and Business Support Services.

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

As the Financial Analyst III, you will provide financial analysis and support to the HPC service line which is critical to operations to ensure resource availability and cost alignment.

We are seeking a Financial Analyst III, who is analytical and can work well, both independently and in a team environment. An ideal candidate will have strong written and oral skills, be able to think critically and creatively, and can establish and maintain effective working relationships with other employees and interested stakeholders. This position will primarily be responsible for developing, analyzing, and updating various reports/schedules, assisting in procurement activities such as contract renewals and out-year spending forecasts, and preparing and distributing costs for various projects, objectives, and operating functions.

    • Prepares and participates in monthly/quarterly financial meetings for discussion and review of monthly financial reports.
    • Liaises with disaster contractors, City departments, and other internal partners to coordinate the disaster recovery process.

    • Prepares, analyzes, and interprets complex financial and non-financial information and recommends improvement opportunities.
    • Gathers and reviews disaster support documentation to ensure compliance with federal, state, and local rules and regulations before submission.
    • Produces monthly financial reports; including monthly reports of expenditures/revenues, budget transfers, and provide other necessary reports to management as requested.
    • Monitors administrative staff on account reconciliation and revenue refunds.
  • Team Work
    • Conducts special and ad hoc information requests. Reports results of findings to immediate, middle, and senior management.
    • Assists with the preparation of annual budgets, updates, and strategic plans for assigned areas.

WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing, etc. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.

This is a Houston Public Works Emergency Management position at the Tier III Level.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Finance, Accounting, Business Administration or a closely related field.

EXPERIENCE REQUIREMENTS
Four (4) years of professional experience in finance, economics, budget analysis or a closely related field are required.

Substitutions: Experience cannot be substituted for the Bachelor’s degree requirement. A Master's degree in Finance, Accounting, Business Administration or a closely related field may be substituted for two years of the above experience requirement.
