Summary

Oversees and performs financial functions for the city; prepares annual city and department budgets; maintains city investment records; coordinates annual financial reports and audits; administers city grants; manages the city's debt; reviews various reports; and recommends and implements financial policies and procedures.

Essential Duties and Responsibilities:

  • Oversees financial functions for the city, including preparing checks, reviewing invoices, preparing deposits, issuing invoices for payment, and preparing payroll;
  • Prepares annual city budget, including projecting expenditures, preparing and distributing budget forms, assisting with line-item justifications, providing financial information to departments, and assisting the City Manager with the preparation of draft and final budget documents;
  • Coordinates audits with outside auditors, including auditors for workers' compensation, multiple grants, and wage and hour audits;
  • Performs end-of-year processing of general ledger, including ensuring that all items have been properly recorded, preparing various closing entries, and preparing and printing various schedules as requested by auditors;
  • Prepares financial statements for audited comprehensive annual financial report (CAFR);
  • Prepares monthly interim financial statements and expense report summaries;
  • Processes daily journal entries, manual payables, and daily cash receipts;
  • Edits journal entries and makes corrections as necessary;
  • Performs bank reconciliations and daily verification of cash balances;
  • Updates general ledger with budget amendments;
  • Works with a financial advisor for bond issuance and S&P rating;
  • Maintains multiples files and records; and
  • May help with accepting utility payments as needed.
  • Performs such other duties as may be assigned.

Supervisory Responsibilities

This position provides supervision to the Accountant, Customer Service Representative, and Municipal Court Clerk.

Education and/or Experience

Bachelor's degree in finance or accounting. Three years of governmental accounting experience is preferred; or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities.

Knowledge Of

General management principles; budgeting principles and procedures; generally accepted accounting principles and procedures; governmental accounting rules and procedures, especially as they apply to cities; bookkeeping procedures; worker's compensation and insurance policies; and standard office practices and procedures.

Skill/Ability To

Operate computers, including word processing and spreadsheet software; read, analyze, and interpret financial statements; establish and maintain effective working relationships with other employees and co-workers; communicate effectively, both orally and in writing; perform basic and complex arithmetic calculations and bookkeeping tasks; read and interpret manuals, policies, and other documents; and gather, compile, analyze, and evaluate a variety of data, and make sound decisions regarding those data as they apply to providing department services.

Valid Texas driver's license or available alternate means of transportation.

The noise level in the work environment is usually moderate.
