About Economic Studies:
The Economic Studies program analyzes current and emerging economic issues facing the United States and the world and, based on that research, provides innovative, practical policy recommendations. ES’s work covers a broad array of economic issues, including the labor market, regulation, health policy, the environment, and fiscal and monetary policy. Economic Studies scholars influence key economic policies by conducting rigorous and relevant research and then disseminating and communicating their findings to the policy community and to the broader public.

The Urban-Brookings Tax Policy Center aims to provide independent analyses of current and longer-term tax issues and to communicate its analyses to the public and to policymakers in a timely and accessible manner. The Center combines top national experts in tax, expenditure, budget policy, and microsimulation modeling to concentrate on overarching areas of tax policy that are critical to future debate.

Position Location
: Most Brookings positions are hybrid, combining regular in-person presence at our Washington, DC, office with the option of at least two days of remote work each week. We will prioritize candidates in or willing to relocate to the DC area for hybrid work, but will also consider remote applicants. Remote work applicants may not work from the following states: Alaska, California, Colorado, Hawaii, Illinois, Maine, Michigan, Oregon, Rhode Island, and Washington.

Vaccine Policy
: Brookings requires all staff to submit proof of complete vaccination against COVID-19 to be in Brookings buildings.

Individuals that (i) have a qualifying medical condition that contraindicates a COVID-19 vaccination, or (ii) who object to being vaccinated based on a sincerely held religious belief, may request a reasonable accommodation. Brookings policies on masks and other pandemic mitigation measures will continue to be informed by DC and CDC guidelines.

Brookings is seeking a Fellow or Senior Fellow to join the Urban-Brookings Tax Policy Center in the Economic Studies Program. The scholar will conduct original, high-quality policy-relevant research in taxation and public economics, independently and in collaboration with other scholars inside and outside Brookings. They will participate actively in public policy debates and work with communications staff to effectively promote and disseminate their work; partner with development staff to build and steward funding for their work; and mentor junior staff.

Research
  • Conducts in-depth, high-quality public policy research in area of expertise, independently and in collaboration with other scholars.
  • Develops research concepts, policy questions, and work plans for papers and reports.
  • Authors or co-authors policy and research reports, blogs, op-eds, and other commentary
  • Develops and delivers presentations for research projects and policy priorities.
  • Meets with and briefs relevant external contacts on research.
  • Presents research and gives talks at select outside meetings or conferences.
  • Convenes private roundtables, author conferences and public events to inform research and disseminate work.
  • Work with and mentor research assistants and analysts, to produce research and to facilitate their professional development.

Communications & Dissemination
  • Promote program and center’s mission and expand its influence.
  • Engage with academics, policymakers, and industry experts to identify authors, speakers, and discussants for publications and events.
  • Organize private and public events to discuss and promote their own and commissioned research as well as public policy issues.
  • Collaborate with ES Communications and others to create and execute dissemination and promotion strategies for research products.
  • Serve as a resource to media, as appropriate, in areas of expertise.
  • Assist in stewardship of current and prospective donors.
  • Participate in Brookings seminars, working groups, recruitment, etc., and generally act as a good citizen of their center, program, and Brookings.


Fundraising
  • Designs, develops, and stewards funding proposals and works with ES development team on development priorities as needed.
  • Helps conceive new funding proposals and identifies potential funders (philanthropic, corporate, and individual, as needed).
  • In consultation with the ES development team, stewards relationships with current Brookings funders.

Education/Experience Requirements:
A Ph.D. or equivalent in economics, public policy, law, or a related social science field is required. At least four years of relevant post-doctorate experience is required. The successful candidate will be an established, recognized leader in their field of expertise. They will have a record of distinguished experience and/or leadership in government, academia, the non-profit sector, or the private sector. Must have a demonstrated ability to understand and write knowledgeably about public policy research of the economic caliber necessary for publication in a top academic journal. Must be authorized to work for any employer in the U.S.

Knowledge/Skills Requirements:
Must be able to lead independent research and competently lead issue-focused meetings, initiatives, high-level conferences, and other events without supervision. Must be comfortable working with high-ranking decision makers, senior government officials, current and potential funders, and Brookings senior management. Commitment to contributing to a supportive and productive workplace with a diverse workforce. Must have an interest in or experience with mentoring junior staff and an ability to work collegially with staff at all levels and in all job profiles.
