Position Overview

The Division of Family and Community Services is seeking to hire a position to organize, plan, execute, produce, control, and evaluate the general operation of the Division of Family & Community Services’ (FCS) budgetary requests both central and field related to staffing needs. This position monitors the application of standard methodologies and techniques to be used in the development and maintenance of reports on field staffing and allocation processes, data collection, and analysis while enhancing current systems efficiency and improve quality of service delivery.

Job Responsibilities

Organizes, produces, controls, and evaluates staffing methodologies, formulas, and strategies for implementing an equalized staffing configuration for the field offices.

Organizes, produces, controls, evaluates, and issues reports such as Field Staff On-Board by FCRC each pay period, Attrition Reports, Bilingual Staff Surveys, Overtime reports, and ad hoc reports such as, but not limited to, Revolving Door, Distinguished Service Awards or mandatory Agency trainings.

Plans, organizes, designs, and maintains computer software spreadsheets, databases such as Access, and graphics for a variety of reports related to highly complex analytical studies of the Division and field management operations.

Directs research methods for special inter and intra-state agency surveys and analytical studies to determine adjustments or enhancements to current field staffing methodologies by individual program and staffing area.

Organizes data resources at a central level and evaluates gathered statistical information for use by management staff in budgetary discussions, legislative and audit requests, and comparative trends.

Performs other duties as required or assigned which are reasonable within the scope of the duties enumerated above.

Minimum Qualifications

Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.

Requires two (2) years of responsible administrative experience in public or business organization.

SPECIALIZED SKILLS:

Of the two years of required experience, requires two (2) years of experience working with staffing plan development and reporting in human resource activities.

Preferred Qualifications

Two (2) years of professional experience working in Access or related database or Web Based programs in a public or private organization.

Two (2) years of professional experience developing and managing supportive agency program, analyze administrative problems, and adopt an effective course of action.

Two (2) years of professional experience developing, installing, and evaluating new and revised methods, procedures, and performance standards.

Two (2) years of professional experience exercising judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.

Two (2) years of professional experience working with Microsoft Excel, Word, Outlook, PowerPoint, and SharePoint.

One (1) year of professional experience working with staffing methodologies, formulas, and strategies for implementing an equalized staffing configuration for a public or private organization.

Conditions of Employment

Requires the ability to work outside of normal work hours.

Requires the ability to be a critical thinker to reach decisions.
