      Position Summary
      Full-time position under the Management Personnel Plan (MPP) available on or after January 3, 2023 for Extended and International Education.


      Extended and International Education (EIE) seeks an Executive Director to lead a new hub for Innovation and Workforce Development (IWD) located at the California State University, Stanislaus – Stockton Campus. Reporting to the EIE Dean, the Executive Director will initiate and foster relationships with local businesses, industries, and organizations. These activities will advance business, partnership, and program development as consistent with the mission, goals, and objectives of EIE and aligned with regional workforce need, employment opportunities, and professional advancement across the six-county region served by Stan State.

      The Executive Director will serve as lead for the IWD hub, a position requiring performance of administrative duties of substantial scope and complexity, with oversight of staff, budget, outreach, planning, program development, and facilitating hub offerings. The Executive Director will lead collaboration with community and campus partners to develop and support affordable, results-driven non-credit and professional development programs that have a positive and lasting impact on the social and economic well-being of the San Joaquin Valley.


      Job Duties

      Duties include but are not limited to:
      • Establish, lead and manage Extended and International Education’s (EIE) Innovation and Workforce Development (IWD) Hub
      • Work with the Dean of EIE and senior leadership, to launch the IWD Hub.
      • Lead IWD’s innovation in a manner aligned with the EIE and the university mission.
      • Provide effective leadership and management of IWD day-to-day operations.
      • Prepare annual budgets and monthly financial statements that accurately reflect the financial condition of the Hub.
      • Implement programs that carry out the Hub’s mission.
      • Enhance the image of Stan State, IEI, and the Hub by being active and visible in the community and by working closely with professional, civic and private organization.
      • In coordination with the Dean of EIE, hire and retain competent, qualified staff.
      • Advise the EIE Dean on a variety of workforce and innovation related issues.
      • Maintain awareness of current issues and trends related to the workforce development, nationally and regionally.
      • Provide leadership and advocacy to enhance innovation and participation in issues related to economic and workforce development.
      • Provide leadership in planning, organizing and implementing the operations of a comprehensive community outreach strategy.
      • Collaborate with senior leadership and colleagues to identify opportunities and develop appropriate business proposals and recommendations.
      • Identify and advocate for innovative professional programs that meet employees’ and employers’ needs; coordinate/review market analyses; examine business, operational and financial scenarios; prepare forecasting models; and develop executive-level proposals to inform business decisions.
      • Work closely with internal and external partners in business and program development.
      • Represent EIE and IWD at regional events.
      • Communicate effectively with EIE leadership and provide, in a timely and accurate manner, information necessary to make informed decisions.
      • Keep EIE Dean abreast of workforce development strategies and issues.
      • Meet with local industry and community representatives to explore new, innovative models of collaboration and determine workforce and/or talent needs.
      • Seek and pursue opportunities for strategic funding.
      • Research and evaluate the viability of new program opportunities and provide advice and guidance for special innovation initiatives associated with EIE.
      • Attend regional, state, and national conferences to remain current with policies and procedures, economic outlook and employment trends, and the learning, development, and enrollment of working and adult learners.
      • Receive and evaluate inquiries related to strategic partnerships and provide recommendation to the EIE Dean on opportunities for development.
      • Design, implement and manage a comprehensive and proactive plan focused on expanding and enhancing community relationships by directing and coordinating activities supporting strategic partnerships aligned with the EIE and IWD mission.
      • Provide counsel to the EIE Dean and leadership team regarding strategic opportunities.
      • Identify emerging business and industry trends with a special emphasis on developing high value-exchange alliances and identify, evaluate, cultivate and solicit corporate contracting and training opportunities.
      • Serve as the liaison with key external constituents as part of EIE partnership development activities.
      • Maintain a schedule of contacts with corporate representatives, creating plans related to them, including compelling presentations and comprehensive engagement proposals; monitor corporate training engagements, transfer opportunities to and support program development.
      • Conduct potential partner outreach.
      • Build strong and sustainable strategic partnerships with local, regional, and national thought leaders, corporate leaders, and community stakeholders.
      • Manage industry sector and community partnerships.
      • Oversee project implementation and operation including (but not limited to) organizational structure, policy, workflow, and resource allocation.
      • In collaboration with the EIE Dean and designated colleagues, set revenue and enrollment targets for programs, participate in budget processes, assist with business projection for potential programs, recommend fees, and monitor and forecast revenues and expenses to ensure compliance with EIE budget.
      • Provide regular reports on project progress and impact.
      • Build and maintain a change management culture that creates value for all constituents.
      • Recommend and monitor best practices for business reporting and data collection.
      • Establish and reinforce a positive, effective, efficient, collaborative environment and encourages open communication between team members and others.
      • Work collaboratively with EIE directors and staff.
      • Hire, train, supervise, and evaluate assigned staff.
      • Promote a culture of equity, diversity, inclusion, and respect.
      • Assess the efficiency of EIE program offerings as aligned with continuous improvement and return on investment.
      • Contribute to the development of quality standards, progress monitoring tools, and evaluation procedures, and apply them to ensure the quality of ongoing operations and unit efficiency.
      • Manage the process of collecting, analyzing, and reporting engagement and outcomes data and continue to evolve the organization towards a vision of scalability.
      • Ensure that information and knowledge assets are identified and shared across EIE units to build capacity and support effective use of resources.
      • Monthly reconciliation of procurement card transactions according to established procedures.
      • Pursue leadership opportunities in the community and on campus to strengthen EIE’s role in the economic growth and development of the San Joaquin Valley.
      • Serve on appropriate university and community committees, boards and workgroups.
      • Assist with special projects that fall within areas of expertise.
      • Other duties as assigned.

      Minimum Qualifications

      Education: Master’s degree.

      Experience: Five or more years of management, outreach, external relations, and/or business/program development experience.

      • Prior leadership experiences and the ability to lead and take ownership of initiatives and projects while working collaboratively with others.
      • Ability to translate workforce needs and opportunities into the development of programs that meet specific and changing requirements of constituents.
      • Advanced knowledge of key constituencies and skill in intuiting and addressing external concerns while ensuring appropriate and adequate support for campus concerns and issues.
      • Experienced in negotiating contracts and agreements with external consistencies, corporations, and institutions.

      Compensation & Benefits

      Commensurate with qualifications and experience. (Anticipated salary range:$91,826 - $107,900/yr.).
