QUALIFICATIONS:

Education: A person with a minimum of a Bachelor’s degree and/or clinical training in an accepted mental health field which includes, but is not limited to counseling, nursing, occupational therapy, psychology, social work, vocational rehabilitation, or activity therapy.

Experience: Two years related work experience including supervisory experience.

POSITION SUMMARY:

Responsible for planning, organizing, staffing, directing and coordinating all mental health center clinical and psychotherapy programs to ensure quality of care for consumers; be knowledgeable of and implement federal, state and local laws and regulations applicable to the facility, consumers, and personnel. The person holding this position is delegated the responsibility for carrying out the assigned duties and responsibilities in accordance with current existing federal and state regulations and established company policies and procedures.

Must provide effective leadership, communication, mental health regulations and standards, budgeting, personnel and business administration, public and community relations, relations with other health-care providers, ability to handle crisis situations and make judgments and decisions under stress.

Must enjoy working with consumers, families, and employees. Must be friendly, creative, handle stress, sympathetic, and accept responsibility. Encouraged to be active in the county, state and national alliance for the mentally ill.

Traveling required frequently. May be required to travel over-night occasionally.

PRIMARY JOB DUTIES AND RESPONSIBILITIES

Select, train, and supervise clinical, care management, office staff and ancillary personnel including hiring, discipline, and termination of employees, ascertain quality of performance, wage adjustments, and facility relationships.

Prepare and submit required reports to the Governing Board, the Advisory Board, MCC’s, and the state.

Represent the facility with government and private agencies.

Establish, implement, review, and revise facility policies and procedures for all programs and elements as required by MCC’s, the state and federal agency guidelines and recommendations.

Observe the day-to-day activities in the facility.

Evaluate performance of all GMHC employees and discuss evaluation with respective employee.

Work with each program’s staff members to provide staff meetings, in-service training, and orientation programs as per MCC’s, and state guidelines for credentialing.

Be an active member of committees, where applicable, and set meeting dates and ascertain that copies of minutes and reports of meeting are maintained and forwarded to the appropriate agencies and officials.

Review and evaluate reports from the various facilities committees and consultants, and document disposition and implementation of recommendations.

Operate, manage, and maintain the facility in accordance with established policies and procedures of the governing body.

Act as liaison with the governing body and professional and administrative staff through meetings and reports.

Prepare and forward to authorities reports as required by federal, state and local agencies.

Notify state agencies of any changes per state guidelines.

Develop and implement an active Quality Management Program which is evaluated for its effectiveness yearly and the results reported to the Governing Body. The QMP is revised and updated yearly.

Maintain a thorough knowledge of MCC’s provider manuals and make recommendations for changes to the facilities policies and procedures for annual revisions.

Act as Administrative Supervisor to all clinical programs, counseling/therapy programs and care management programs. Preside over weekly treatment team meetings, clinical supervision of nurse practitioners and quality management meetings.

Ensure Mandatory Outpatient Treatment Coordinator completes the monthly correspondence to courts and government agencies, coordination with attorneys and other MOT coordinators, and to be present in court proceedings as indicated.

Develop and implement all training modules and provide in-service trainings as indicated.

Assess and monitor the facility for Environmental issues including fire safety, OSHA Guidelines, etc.

Establishes and maintains medical record charts, referrals, and other related documents for the treatment of clients; prepares related documentation for civil commitment hearings or other legal proceedings; keeps abreast of patient data to ensure appropriate treatment and care are delivered.

Consults with other legal and treatment agencies and individuals in relation to patient/client records, rights, and responsibilities.

Completes work orders for maintenance issues and reports all potential or current issues to direct supervisor.

Completes routine audits on all provider’s caseloads.

Ensures audit deficiencies from the corporate auditor (clinical and administrative) are corrected and audit reports are returned to appropriate staff.

Attends monthly QMC meetings.

Plans and facilitates community outreach and education activities, as appropriate to the position; may serve as a liaison and representative to community organizations and schools.

As appropriate to the position, performs various administrative functions such as monitoring and preparing reports and correspondence; may participate in a variety of research projects to develop service plans, and may propose changes to program policies and procedures.

Maintains employee records, time off, and completes payroll.

May provide formal teaching, consultation, and in-service training to relevant professionals in immediate and proper handling of and/or referral of matters.

Performs miscellaneous job-related duties as assigned.

PHYSICAL DEMANDS:

Sits and walks intermittently throughout the working day. Make rounds of the facility to maintain familiarity with all departments and staff. Operates office equipment and handles supplies.

WORKING CONDITIONS:

Administration offices, the entire building and grounds, the community, agency offices and other health care providers, educational institutions, and travel to meetings and seminars.

SPECIAL DEMANDS:

Willingness to accept responsibility for all programs of the facility. Ability to work with employees, consumers and outside agencies. Sociability, courtesy and sympathy. Exhibits attention to details. Considerable initiative and judgment involved in formulating policies and procedures regulations, delegating responsibility, promoting favorable public relations, planning and analyzing programs, budgeting, and selecting personnel.
