Job Summary

Typical Hiring Range: $68,000 - $73,000 annually (salary to be commensurate with qualifications)

This position has an anticipated work schedule of Monday – Friday, 8:00am – 4:30pm, subject to change. Under FLSA guidelines, this position is exempt.

Describes distribution of morbidity, mortality, and health-related risk factors in terms of magnitude, time, place, and population; uses analysis to guide El Paso County Public Health (EPCPH) policy and programming decisions. Conducts focused epidemiologic analyses or special investigative projects, prepares reports, and disseminates findings. Provides analytical and epidemiological support critical in furthering EPCPH's capacity to analyze and understand local disease burden and trends.

Essential Duties/Responsibilities

  • Assesses and identifies public health issues pertinent to the local community. Applies epidemiologic principles to collect and analyze comprehensive health data in understanding and describing the distribution and determinants of disease and injury in populations and identifying trends.
  • Designs and implements instruments for the collection, analysis, and dissemination of surveillance information/data; performs research to identify demographic, geographic, cultural, and other variables linked to or associated with the prevalence and incidence of disease. Conducts advanced analysis of data to monitor health status and its correlates to describe trends or adverse health events among targeted population.
  • Recommends evidence-based interventions in response to epidemiologic findings. Outlines programmatic quality improvements to alleviate adverse health effects and proposes practices or policies that will positively impact health outcomes of targeted groups.
  • Provides expert consultation to agency program development and grant writing activities. Ensures that program assessment and evaluation are addressed in funding proposals and program activities by identifying data sources and methods to support effective program design, implementation and evaluation.
  • Prepares analyses, reports, and other materials to communicate findings regarding existing or emerging public health issues. Presents findings to EPCPH staff and external stakeholders. Supports the development and updating of population-based Community Health Assessments and Community Health Improvement Plans.
  • Supports expanded agency capacity related to communicable disease (CD) and outbreak epidemiology by maintaining the ability to conduct routine infectious disease case surveillance and field epidemiologic investigations. Consults with Communicable Disease Program, Medical Director, and Colorado Department of Public Health and Environment (CDPHE) for references and recommendations as appropriate.
  • Coordinates and collaborates with appropriate local and state agencies and organizations. Works with other entities to provide epidemiological consultation and evaluation services.
  • Stays current with disease control protocols and procedures as well as relevant research and trends in public health statutes and regulations.
  • Promotes public health within the community.
  • Takes personal responsibility to provide exceptional customer service in order to promote and maintain a positive Public Health image, constructive working environment, and foster pride and professionalism in the workplace and community.
  • Performs other duties as required.

Qualifications

Knowledge, Skills, and Abilities:

  • Skill in statistical software and database management such as R, SAS, or STATA. Skill in using a computer and various software packages including Microsoft Office (Word, Excel, Access, and Outlook) required.
  • Experience with data visualization software preferred.
  • Knowledge and demonstrated training/experience in the principles and practices of epidemiology, disease surveillance, investigative techniques, and data management.
  • Knowledge and skills in epidemiologic analysis, particularly planning and managing epidemiologic projects; collecting, analyzing, and interpreting population health data and knowledge of quantitative and qualitative evaluation methodologies for process and outcome evaluations.
  • Ability to identify community health status in relation to public health services and determine areas of unmet needs
  • Skill in writing scientific reports and data summaries. Ability to write and maintain accurate records and reports to meet management objectives. Verifiable experience with presenting data to a variety of stakeholders
  • Ability to abide by privacy, confidentiality, and HIPAA policies of the agency. Ability to maintain the security of sensitive and confidential information.
  • Ability to recognize potential ethical and legal issues related to epidemiological studies, research, and data analytics.
  • Skill in prioritizing and organizing multiple tasks and the ability to complete projects in a timely manner. Ability to respond in a flexible manner and reprioritize work as situations change.
  • Ability to demonstrate sound judgment by taking appropriate actions regarding questionable findings or concerns. Ability to identify problems and work creatively to develop solutions and recommend corrective actions to supervisor, considering the impact of actions on the agency.
  • Skill in demonstrating a cooperative, professional attitude to cultivate relationships both within and outside the organization.
  • Ability to work independently and in a team environment.
  • Ability to understand and follow company policies and procedures.
  • Maintain regular and punctual attendance.

Required Education and Experience:

  • Master of Public Health or Science in epidemiology, biostatistics, or closely related analytic field.
  • Minimum two years experience conducting data analysis and using data analytical tools.
  • Any equivalent combination of related education and work experience that satisfy the requirements of the job will be considered.

Preferred Education and Experience:

  • Previous experience in a governmental public health agency.

Licenses/Certificates:

  • Must possess and maintain a valid driver's license.

Pre-Employment Requirements:

  • Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.

Work Conditions

Duties are performed primarily in an office environment. Work environment may contain potential exposure to infections, blood, and contagious diseases. May be required to work outside of normal business hours. Some travel may be required; work may be assigned in various locations. Public Health employees are responsible for providing proof of vaccinations and/or tuberculosis testing as applicable to the specific position and must provide proof of completion of required vaccinations/testing or proof of initiation within sixty (60) days of hire date.
