Description
The Division of Public Health Protection and Safety enforces public health regulations for environmental health and community safety. The division works closely with local health departments to keep Kentuckians in safe hands. Our missions is to protect the health and welfare of our citizens and provide a well-trained workforce.

The Environmental Branch Manager oversees and coordinates the establishment and implementation of statewide environmental health and safety programs and procedures. Provides administrative and technical support to the Assistant Division Director and/or Division Director. Directs and oversees the administrative coordination of Branch programs including budgets, contracts, grants, agreements, staffing, training, and acquisition of equipment for the efficient and effective operation of the Branch. Plans, assigns, directs, and reviews the work of section supervisors and employees in the administration of environmental health and safety programs.

Responsibilities and Duties include but are not limited to:
  • Provides expertise and guidance to management personnel within the division and makes recommendations to the Assistant Director and/or Director.
  • Reports to and consults with the Assistant Director and/or the Director and other executive personnel relating to Cabinet goals, objectives, and missions. Defines, evaluates, and monitors program goals, objectives, accomplishments, and problem areas. Prepares reports that reflect activity of the Branch.
  • Evaluates program activities for quality assurance and improvement.
  • Directs and oversees the administrative coordination of environmental health and safety programs including the development of budgets, grants, agreements, staffing, training, and acquisition of equipment for the effective operation of the branch.
  • Approves purchases, personnel actions, and other operational activities within the branch.
  • Oversees the collection of fees for branch programs.
  • Plans, assigns, directs, and reviews the work of section supervisors and employees. Determines personnel and other resource allocations to projects based on priorities. Interviews and makes recommendations on potential employees. Recommends promotions and salary advancements. Counsels with problem employees and initiates disciplinary action when appropriate. Resolves conflicts, personnel performance and/or conduct issues based on division priorities.
  • Assesses training needs for staff and requests that appropriate training programs be developed and implemented.
  • Oversees the development and implementation of policy and procedure related to public health and safety and other environmental health activities. Interprets and enforces rules and policies.
  • Provides technical consultation and direction to personnel regarding management, policies, and procedures. Communicates policies and technical program activities to internal and external stakeholders.
  • Develops and recommends policy and procedure alternatives pertinent to Branch operations.
  • Supervises emergency response activities, enforcement actions, investigations, and other environmental health and safety activities dealing with local, state, and federal agencies, industry, academia, and private citizens.
  • Performs other duties as assigned.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree with a minor or twenty-four (24) semester hours in environmental health, biological science or physical science; OR, registration as a Kentucky Environmental Specialist/Sanitarian.

EXPERIENCE, TRAINING, OR SKILLS: Must have four years of administrative experience in public/environmental health programs.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must possess a valid driver's license prior to appointment in this classification. Must be registered as an Environmental Health Specialist/Sanitarian under the provisions of KRS 223 within twelve (12) months of appointment. Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this classification. Working Conditions
Work is typically performed in an office setting. However, travel will be required when making on-site visits and employees in this class will be exposed to the same environmental conditions as those in the regulated industries.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
