Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. Under the supervision of the Permit Application Center Supervisor, works directly with the public, uses technical knowledge of the VCC (Virginia Construction Code), Fairfax County Code, LDS Policies and Procedures, and all other applicable codes and ordinances to ensure plans and permit applications to meet minimum submission requirements and to ensure that issued permits meet the same standards. Evaluates complex applications for building, electrical, mechanical, plumbing, and household appliance permits for all types of construction that occur in the county to ensure compliance with all applicable codes. Uses technical knowledge of licensing requirements to ensure applicants are properly licensed with the Department of Professional and Occupation Regulation. Ensures online permits are in compliance with VCC, Fairfax County Code and all other applicable codes. Explains complex construction code regulations to developers, contractors, constituents, and other Fairfax County agencies. Must obtain Permit Technician Certification through DHCD Jack A. Procter Virginia Building Code Academy within twelve months of hiring date. Complies with LDS's safety programs and guidelines. Complies with county, agency, and job specific training requirements, including but not limited to Emergency Management and Safety related courses.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to high school graduation or a GED issued by a state department of education; plus, three years of engineering technical support work.

PREFERRED QUALIFICATIONS:
  • Knowledge/experience with the administrative Chapter of the Virginia Construction Code.
  • Knowledge/experience with Fairfax County permitting and plan review processes.
  • Experience with electronic permitting and plan review software.
  • Experience in reading and interpreting construction drawings.
  • Excellent oral and written communication skills, including ability to effectively communicate technical topics to internal and external customers.

CERTIFICATIONS AND/OR LICENSES:
VDHCD Permit Technician (Required within 12 months).


PHYSICAL REQUIREMENTS:

Ability to pick up large sets of plans up to 50 pounds with assistance. Position requires incumbent to be mobile with periods requiring sedentary tasks. Ability to operate computer driven equipment. All duties performed with or without reasonable accommodations.

NECESSARY SPECIAL REQUIREMENTS:
The appointee of this position will be required to complete a criminal background check to the satisfaction of the employer.

SELECTION PROCEDURE:
Panel interview; may include practical exercise.
