Position Summary:
Performs site work, erosion and sediment control measures and utility inspections for City and private developer construction projects. Performs inspections for City Right of Way Use Permit and Water/Sewer Availability requests. Reviews plans, shop drawings, and pay requests for construction projects. Assists in survey and layout of City projects. Performs final inspections of warranty and inspection to close construction jobs.

Essential Duties and Responsibilities:
The following duties are illustrative and not exhaustive. Inspects and monitors the construction of all infrastructure work including but not limited to; erosion and sediment control measures and compliance with the Stormwater Pollution Prevention Plan (SWPPP), water distribution, sanitary sewer, stormwater systems, roadway, sidewalks, and lift stations, for both private and public projects for compliance with City standards.
Handles drainage complaints and provides field insight and solutions to design or construction problems.
Conducts field inspections for City Use Permit and water and sewer availability requests.
Keeps detailed notes on each project's progress and tracks problems for compliance.
Interprets plans and specifications; keeps alert to required construction practices and changes due to OSHA, the State of Florida, or other applicable agency rules.
Reviews construction plans, and shop drawings to verify if the proposed construction methods and materials are in compliance with the City's standards and specifications.
Provides survey and layout data for design of City projects.
Performs limited drafting duties in the absence of a design technician. Attends pre-construction and utility coordination meetings.
Performs various other tasks and duties as requested by the City Engineer.

Knowledge, Skills, and Abilities:
Performs a variety of site work, with an emphasis on erosion and control measures and compliance with the SWPPP and utility inspections for public works and private developer construction projects.
Performs independent work within the authority prescribed by the City Engineer. Reviews plans, shop drawing, and pay requests for construction projects.
Assists in survey and layout of City projects and acts as liaison between the City design and utilities section, contractors, and other governmental agencies.
Demonstrated knowledge of construction practices, standards, and safety issues for public works projects.
Ability to read construction plans and specifications for compliance with City standards.
Ability to provide survey data to the design section for in-house projects.
Must have good communication skills in both written and oral forms.
Ability to deal tactfully with contractors, developers, engineers, and the public.
Requires a significant combination of: the ability to supervise and control a construction project to assure compliance with City standards, ability to use tact and diplomacy when dealing with difficult people and situations, and the ability to exercise sound independent judgment.

Education and Experience: Graduation from an accredited high school or possession of an acceptable equivalency diploma, one (1) to three (3) years’ experience in relevant engineering work and/or one (1) to three (3) years’ experience in construction work or utility work.

Certificates and Licenses : Work Zone Safety and Maintenance of Traffic, Valid Florida Driver's License, FDEP Erosion Control certification preferred. A comparable amount of training, education or experience may be substituted for the above minimum qualifications.

Essential Physical Abilities: Acceptable hearing/eyesight (with or without correction), ability to communicate orally and in writing and ability to lift 50 pounds. Works outdoors in a variety of weather conditions and works indoors.
