RESPONSIBILITIES:

The Engineer will be responsible for supporting site wide integration projects which entails performing fire alarm integration, testing, and commissioning of gateways, remote annunciators, and intercom systems by and between each of the various stakeholders at the WTC. In addition, leveling and labeling signage throughout the site must be evaluated and upgraded to be uniform, consistent, and correctly indicative of the areas each room is in. Scope of the project also includes vertical transportation gap analysis and implementation of the findings and a security system interface portion to provide a common interface between the various PA owned Lenel security systems.

The ideal Engineer Candidate would be a seasoned professional with project management/engineering experience, with electrical, mechanical, and fire alarm system deployment and testing experience. Must be very organized, well disciplined, self-motivated, and a very good communicator both verbally and in writing. We are looking for an ambitious self-starter who knows how to manage and juggle many tasks at once. Institutional knowledge of the WTC Site and the systems described above is also preferred. Willingness to participate in system testing outside of regular business hours is required.

Specific responsibilities and functions include, but are not limited to:

  • Participate in system testing outside of regular business hours.
  • Ensure full performance of integrated project teams and most efficient use of staff resources.
  • Provide project leadership for all stages of design and development of project milestones and ensure project momentum is maintained and all project related information (scope, schedule, budget) is current and accurate.
  • Participate in facility scoping, design team update, project coordination and other related progress meetings. Coordinating with Engineering Department staff, facility operators, construction managers, other department project managers, Stakeholders on the implementation of related projects.
  • Managing the project authorization process, third party agreements, contract awards and other actions to advance projects.
  • Ensure continually improved levels of service, quality, and increased customer satisfaction through oversight of all the assigned projects.
  • Conduct presentations and prepare documentation, as required, to obtain approval for the project plan.
  • Analyze project risk and complexity and develop procurement strategies to achieve delivery and performance of each project.

QUALIFICATIONS:

Candidates must present the following qualifications to be considered eligible for this position:

  • Candidates must present the following qualifications to be considered eligible for this position: Bachelor’s Degree in Engineering or related discipline from an accredited college or university.
  • Minimum 10 years of progressively responsible experience in the area of Project Management and Engineering.
  • Must have a valid driver's license.
  • Candidate must be able to meet all of the requirements necessary to obtain a WTC Site access Badge.

DESIRED QUALIFICATIONS:

Ideal candidates will present the following profile:

  • In-depth understanding of fire alarm, electrical and mechanical systems.
  • Fire alarm experience, Drawings, Design concepts, Code requirements, installation, trouble shooting, inspections, Experience working with Firecom, and EST is a plus.
  • Determine and decipher fire alarm sequences of operation, be able to read and decipher programming reports of the fire alarm system to ensure the programming is correct and will work as intended.
  • Network and Fiber Optics Experience.
  • Vertical Transportation Experience
  • Security System knowledge and experience, Lenel and Quantum secure is a plus.
  • Knowledge of NYC building codes, National codes, IBC, NFPA and Electrical codes.
  • 10-hour OSHA safety course is desired or must be obtained immediately upon hiring.
  • Project Management Professional (PMP) certification or Professional Engineer license in New York or New Jersey is desired.
  • AutoCAD experience.
  • Primavera scheduling software experience.
  • Excellent computer skills including, but not limited to: Word, Excel, Outlook, PowerPoint, Microsoft Teams, Adobe Acrobat/Bluebeam, and the ability to become competent with Port Authority software and reporting systems including SharePoint, Open Text Livelink, SAP, and Primavera.
  • Thorough knowledge of engineering design, construction estimating, facility operation, project budgeting and scheduling.
  • Demonstrate experience in fields of project management, engineering design, architecture, and construction including establishment of project plans, setting priorities, and incorporating facility operations and security requirements into project plans.
  • Demonstrate knowledge of physical plant/assets, analysis of problems and obtaining the necessary requirements and incorporating project specific requirements from the various stakeholders.
  • Proven ability to manage multiple projects simultaneously of varying complexity and to effectively utilize limited available resources to achieve goals and mitigate project risk utilizing risk management protocols.
  • Thorough knowledge of construction principles and techniques to monitor contractor performance earned value as appropriate to ensure project success.
  • Demonstrate knowledge of the principles, methods, and tools for developing, scheduling, coordinating, estimating, managing projects, resources, and closeout through established milestones and project schedules, including monitoring and/or inspecting costs, work, and contractor performance.
  • Substantive knowledge of Port Authority policies and procedures related to project management systems, administration, the capital authorization and agenda review processes and document control.
  • Demonstrate extensive experience in managing and influencing diverse work groups and project teams.
  • Demonstrate knowledge of capital planning and assessment, cost-benefit and life cycle cost analyses, project planning and development.
  • Demonstrate ability to develop strategies to achieve broad business goals and to understand the impact on various stakeholders within and outside the Port Authority.
  • Excellent oral and written communication skills and interpersonal skills including presenting to larger groups of stakeholders to advance projects.
  • Proven ability to work effectively within groups and to complete assigned tasks independently.
  • Strong attention to detail, time management, and organizational skills.
