GENERAL DESCRIPTION OF CLASS


Job Duties Include (but not limited to): Manage Election equipment preparation, distribution, and maintenance. Oversee election supply inventory, prepare election supplies and equipment. Manage EVRL inventory, setup, distribution, and maintenance.

ESSENTIAL TASKS

The tasks listed below are those that represent much of the time spent working in this class. Management may assign additional tasks related to the type of work of the class, as necessary.

Performs database coding, testing, preparation, preventive maintenance, security, updating, and inventory control of the Board's equipment and prepares them for use in each election.

Maintains all technical functions of the office including our website.

Writes test ballot generation and tabulation program; verifies that all valid ballot styles for each precinct are included in every ballot database.

Loads voting machines and election equipment on trucks and trailers for transport to precinct, unloads voting machines when they are returned to the storage facility.

Performs election night ballot tabulation and election results reporting.

Assists with the pre-certification and post-certification audits by the State Election Commission.

Serves as a training instructor and conducts poll worker training both on the voting machines.

Clerical responsibilities to include answering the phone, processing, and scanning voter registration applications, assisting with absentee voting, and responding to inquiries from candidates, state election commission, and the public.

Performs other duties as required by Elections Director.

Attends board meetings, as required.

Working overtime late in evenings and weekends is mandatory during peak election times.

Requires counseling or instructing/training others through explanation, demonstration and supervised practice or making recommendations based on technical expertise. Requires interaction and aiding voters and others.


INVOLVEMENT WITH THINGS:

Requires handling or using machines, tools or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, telephones, or similar equipment; may service office machines, including adding paper and changing toner.


COGNITIVE REQUIREMENTS

REASONING REQUIREMENTS:

Requires performing supervisory work involving policy and guidelines, solving both people- and work-related problems.

LANGUAGE REQUIREMENTS:

Requires reading technical instructions, procedures, manuals, and charts to solve practical problems; composing routine reports and specialized reports, forms, and business letters with proper format; speaking compound sentences using normal grammar and word form.

MENTAL REQUIREMENTS:

Requires doing professional-level work requiring the application of scientific, engineering, accounting, or legal methods in the solution of technical, administrative, or legal problems; requires extensive understanding of operating policies and procedures and ability to apply these to complex problems; or the coordination of sub professional work in these disciplines; requires continuous, close attention for accurate results and frequent exposure to unusual pressures.

VOCATIONAL/EDUCATIONAL AND EXPERIENCE PREPARATION

VOCATIONAL/EDUCATIONAL PREPARATION:

Requires a high school diploma or GED equivalent.

SPECIAL CERTIFICATIONS AND LICENSES:

A valid state driver's license is required. Must be computer literate and savvy. Must be proficient in computer operation and troubleshooting. Prior experience using Esri's ArcGIS software preferred. Prior experience using Election Systems & Software's Election Ware Software Suite preferred. Must be able to successfully complete the SC Voter Registration & Election Commission Training and Certification Program within 18 months of date of hire and must meet and maintain annual certification requirements thereafter.

EXPERIENCE REQUIREMENTS:

Must have two years of experience related to the job duties and responsibilities of this position.

PHYSICAL AND DEXTERITY REQUIREMENTS:

Must be able to lift 60 pounds; must be able to push and must be able to lift and stack voting machines and other equipment.

The job risks exposure to no known environmental hazards.

SENSORY REQUIREMENTS:

The job requires normal or corrected visual acuity and field of vision, hearing, and speaking abilities, and color perception.
