Summary

The Environment, Health & Safety - Manager of Operational Health & Safety is full-time position for a self-directed, problem-solving person, who would be responsible for the development, coordination and administration of programs related to the health and safety of employees maintaining the physical properties at the University of Michigan. This includes skilled trades, maintenance mechanics, grounds keepers, custodians, and other employees not involved in clinical or research activities; Student Life Auxiliaries, fleet employees, libraries, athletics, botanical gardens, School of Music, theater, etc. Other areas of responsibility include management of Food Safety, swimming pool and water quality testing, and Ergonomics.

Additional responsibilities include management of the University’s AED Program; various Service Level Agreements for staff and services provided to other University departments, such as Student Life; and the ability to provide oversight for the Agency Agreements with the Washtenaw County Health Department, MDARD (Michigan Department of Agriculture and Rural Development) and the EGLE (Michigan Department of Environment, Great Lakes & Energy). This also includes participation with MALEHA (Michigan Association of Local Environmental Health Administrators).

Responsibilities*

  • Serve as key subject matter expert for Michigan Occupational Safety and Health Administration (MIOSHA) regulations, Environmental Protection Agency (EPA) and other governmental laws and regulations. Formulate guidance, training and policies as needed to inform university community of the requirements for compliance.
  • Oversee audits to ensure University compliance with Michigan Occupational Safety and Health Administration (MIOSHA) regulations, Environmental Protection Agency (EPA) and other governmental laws and regulations. Evaluate the impact of new and proposed health and safety regulations and modify existing services and procedures, as necessary.
  • Manage health and safety complaints and concerns and coordinate the implementation of effective corrective action. Manage comprehensive industrial hygiene studies, on-site surveys. Indoor air quality complaints and inspections for the evaluation and correction of safety and health hazards.
  • Develop, coordinate and conduct education and training programs.
  • Review plans for construction and renovation of University facilities for health and safety concerns and the designed effectiveness.
  • Coordinate the procurement, review and project management of contracts and service level agreements with outside vendors.
  • Promote a positive work culture by incorporating the Facilities & Operations Principles of Collaboration, Proactive, Respectful and Solutions-Based into daily work tasks.
  • Plan and manage administrative and operational activities, supervise, hire, train and evaluate professional and support staff.
  • Participate in emergency response activities, as needed.

Required Qualifications*

  • A Master’s degree in occupational health, safety, industrial hygiene or a related field.
  • Ten years’ experience in managing and administering occupational health, safety or industrial hygiene programs/projects.
  • Considerable knowledge of occupational health, safety and industrial hygiene principles, practices and rules/regulations.
  • Reasonable knowledge of multiple program area activities is highly desirable.
  • Appropriate professional certification such as Certified Industrial Hygienist (CIH), Certified Safety Professional (CSP), Registered Sanitarian/Registered Environmental Health Specialist (RS/REHS) or Professional Engineer (PE). Professional affiliations and participation in professional conferences, including presentations and committee work is necessary.
  • Expertise with PC based applications including word processing, spreadsheets and databases.
  • Experience preparing and presenting EHS training, injury and illness recordkeeping and reporting.
