Definition

This is developmental level professional planning and research work in urban economics.

An employee in this class conducts assigned economic research, analysis, and reporting projects for incorporation into major planning policy and programs for the City's capital investment, capital budget, community development, urban renewal, and comprehensive transportation planning responsibilities.

Works under the direction of a technical and administrative superior who has major program responsibility. Work is reviewed for adequacy and technical excellence of method and judgment.

Characteristic Work

Utilizes appropriate econometric and forecasting methodologies to analyze various data. Keeps abreast of new urban economics research. Presents findings to appropriate City officials and committees. Gathers and performs preliminary analysis of economic data. Gathers data and compares mathematical models with statistical population forecasts and prepares reconciliations. Forecasts, monitors and reports on City revenues and other economic data. Monitors and evaluates current investment projects. Performs fiscal feasibility studies and preliminary analysis of marketability and economic feasibility studies. Analyzes capital investment projects. Develops data gathering systems and assists in the preparation of analysis systems. Manages economic development projects under supervision of senior personnel. Speaks at public meetings as a representative of the City on economic reports. Prepares grant applications in consultation with the Grants Manager. Drives to attend meetings and training. Performs related work as required.

Minimum Qualifications

Graduation from an accredited college or university with a baccalaureate degree and major course work in economics. A minimum of one year of professional paid experience in the economic aspects of urban planning. Graduate-level academic work in economics may be substituted for up to six months of paid experience. Possession of a valid State of Ohio driver’s license.

Considerable knowledge of basic economic theory and of the principles and techniques of economic research. Knowledge of the techniques of statistical analysis and forecasting. Knowledge of urban socio-economics and Ohio local government operations. Skill in the use of standard and customized business software.

Exceptional ability to compile, organize, and analyze data. Ability to conduct professional surveys and research, to draft planning documents, and to make technical presentations. Ability to safety operate a motor vehicle. List of essential job functions available upon request.

Competitive Examination Process

The selection process will consist of a competitive examination with credit for education and experience. A passing score must be obtained on the competitive examination in order to receive credit for education and experience. TEST WEIGHTS: Competitive Examination 70%, Education 20%, Experience 10%.

Candidates must meet the qualifications and requirements listed in the announcement at the time of examination and at the time of appointment.

DRIVER’S LICENSE: An applicant having a valid driver's license from another state will be accepted conditionally provided that, if selected, an Ohio Driver's License must be obtained prior to appointment. Candidates having six or more points on their driving record at the time of appointment will be disqualified from further consideration.

NOTE: The competitive examination may be suspended if shown to be impractical because of an insufficient number of qualified candidates. The candidates will then be ranked in a standard manner based on 70% for qualifying, 20% for education, and 10% for experience.

Since this examination is posted on a combined basis, two separate eligibility lists will be generated with promotional candidates considered before open candidates.

RESIDENCY: Candidates who have been resident citizens within the corporate limits of the City of Akron for at least one year immediately prior to the examination and who continue to reside within the corporate limits of the City of Akron throughout the remainder of the selection process will have 5 points added to their passing grades.

VETERANS: A veteran of the Armed Forces of the United States, honorably discharged from active duty, desiring a bonus of 5 points added to his/her passing grade, must submit proof of discharge in the form of a DD-214 with application.
