Job Description:

Role:

Provides expertise and technical assistance to site management for the implementation of the ESHARP and company SH&E processes. Receives assignments in terms of broad objectives from the GBU SH&E Director in conjunction with Project Management. Reviews, interprets and provides assistance on safety regulations and standards. Monitors project safety performance and conducts project audits and safety inspections.

Responsibilities:

  • Observes work activities on a daily basis to evaluate compliance with safe work behaviors, the project safety specifications, OSHA and other project requirements.
  • Responsible for monitoring health and safety activities.
  • Undertakes responsibility for recognition of contractor non-compliance with Project procedures, safety program requirements, and operations contract documents.
  • Utilizes Stop Work Authority as necessary for safe performance of the work.
  • Conducts job site safety surveys and inspections, including site office areas, vehicles and associated locations. At site work zones, inspect work plans for work in progress and verify work is being safely performed.
  • Performs reviews and audits of safety protocols, procedures, e.g. Job Hazard Analysis (JHA), safety reports, inspections, behavioral observations and documentation from the contractors’ site safety representatives.
  • Observes workers for signs and symptoms of chemical exposure, heat/cold stress, fatigue, etc.
  • Assures that accurate, complete and timely information regarding health and safety observations, incidents, concerns and corrective actions (e.g. daily reports, Toolbox Talk records, etc.) are being done.
  • Investigates near-misses and incidents occurring at the site and supports the subcontractors’ site safety representatives to determine root causes, establish effective corrective measures, share conclusions at daily tool-box meetings, or initiate safety work stand-down to communicate important findings.
  • Follows up on near-misses, incidents, and violations and verifies closure.
  • Provides site-specific project orientation to employees and its subcontractors and verify that all personnel know who to contact and what to do in the event of an emergency at each work site.
  • Initiate the emergency response procedures as necessary and assist in emergency response procedures.
  • Ensures subcontractors are conducting daily tool-box meetings and/or Take 5’s. Implements Zero Incident/continuous improvement programs.
  • Conducts required health and safety inspections and monitoring for field staff and prepares written reports to the PM.
  • Reviews tool-box safety meeting reports submitted by the subcontractors’ key safety representatives and makes necessary suggestions to assure that meaningful daily safety meetings are being held.
  • Provides suggestions to PM and construction management personnel to assure project compliance with all safety provisions of the contract, including all applicable health and safety plans, and federal, state, and local regulatory requirements.
  • Ensures that PPE is available for workers and ensures that workers are aware of the availability of any special PPE.
  • Performs other assigned responsibilities as required.
  • The ability to work nights and weekends is required.
  • Participates in the development and implementation of design office and project safety plans.
  • Assigns and provides technical supervision of safety performance, qualifications and programs.
  • Participates with labor relations representatives in pre-construction conferences to present the company safety policy and explain implementation on the project.
  • Assists the Workers’ Compensation Analyst in coordinating medical care and case management of employees injured at company facilities.
  • Reviews loss control reports from company insurance carriers and regulatory inspection agencies and confers with appropriate management representatives on compliance with regulations and citations.
  • Performs other responsibilities associated with this position as may be appropriate.


Qualifications:

  • 10-15 years combined professional experience in safety management
  • 30 Hour OSHA outreach Construction Training Card
  • Degree in HSE management or related discipline desired.
  • CHST certification preferred


Requires extensive knowledge of Federal and California state health and safety regulations and reporting procedures, as well as strong written and oral communication skills. Ability to perform in a supervisory/managerial capacity is also required.

Salary Range:

$100,400.00 - $175,700.00
