The Emergency Management and Disaster Services (EMDS) division of APTIM is actively seeking a Disaster Response and Recovery Project Manager-Seller Doer (PM/SD) to be a leader within our team. The candidate will deliver services to impacted communities throughout the mainland U.S. and its territories with a primary focus on growth and management of adjacent growth areas to APTIM's current response business. Expert level knowledge of and significant experience with federally funded programs is required. The selected candidate will have the opportunity to build upon a well-established practice with exceptional past performance and an existing portfolio of current contracts and projects.

As part of the leadership team of APTIM's EMDS division, the PM/SD will provide strategic guidance and leadership related to winning business and transformational growth of the practice as well as high quality execution of our existing portfolio of projects and programs. The selected candidate can be based in or in proximity to any APTIM office throughout the mainland U.S.

Key Responsibilities/Accountabilities:

  • Brings current and established Federal, State, and Local relationships that will build access and adjacent growth of business based upon APTIM's core capabilities.
  • Functions as seller-doer directly affecting the revenue, profitability, cash flow, and repeat business of the company through the ability to develop client relationships and lead associate teams in successfully delivering a quality product or service to the client.
  • Has in-depth functional expertise, program management experience, and broad business knowledge in EMDS programs with specific Disaster Response experience.
  • PM/SD will develop project plans, assemble the proper personnel, develop a project timeline, identify required resources, and execute the plan to completion thru closeout.
  • Management of all phases of project activities that range from small to large in value and a variety of scopes that includes work plans, supervision of project teams, and management of project scope, budget, and schedule in accordance with APTIM and the contract(s) safety, quality, technical and financial goals.
  • Provides executive level advisory and consulting services to federal, state and local government agencies in EMDS programs, cross-cutting federal requirements, financial management, and documentation requirements.
  • Applies subject matter expertise and operations acumen to successfully design, implement, and manage large and complex EMDS programs. Establishes and proactively maintains strong professional relationships and credibility with Federal, State, Local, Territorial, and Tribal government representatives and industry partners.
  • Understands large resource management, large deployments, and brings process improvement to APTIM's existing capability.
  • Provides guidance and expertise on Federal regulations (cross cutting federal requirements, FEMA IA, FEMA PA, FEMA HMA, CDBG-DR, CDBG-Mit) and translates them into the implementation of projects.
  • PM/SD will develop and implement capture plans to identify potential work, sell APTIM EMDS services, manage proposals, and win work.
  • Employs a consultative selling approach to develop compelling business cases to differentiate and highlight the value of APTIM's solutions and win targeted business.
  • Supports capture teams in pursuit planning; development of win themes; and preparation of compelling proposals, presentations, and marketing materials.
  • Develops written products and tools for presentations, policies, procedures, project implementation, and design.
  • Strong analytical, problem-solving, and decision-making capabilities. Strong written and verbal communication skills, critical thinking skills, integrity and ethics.
  • Team player with the demonstrated ability to collaborate with team members, build organizational capability, motivate teaming partners/staff to ensure high levels of engagement, and work in a dynamic, fast-paced environment.
  • Collaborate with team members, partners, clients and stakeholders in a fast-paced environment to identify a solution, develop the execution plan and lead the team to successfully implement the solution.

Basic Qualifications:

  • Bachelor's degree in Engineering, Emergency Management, Homeland Security, Architecture, Planning, Public Policy, Government, Business Administration, or related discipline.
  • 10+ years of in-depth and hands-on knowledge of emergency management, FEMA programs, regulations, and implementation required.
  • 7+ years of project management.
  • Responded to five or more catastrophic disasters
  • Experience delivering disaster response project execution and disaster management technical assistance in the field of emergency management including financial management of project budget and understanding of cross-cutting federal requirements for FEMA and HUD disaster related programs.
  • Willingness to travel approximately 60% depending on role and project needs.
  • Collaborate with team in a fast-paced environment to deliver timely solutions to clients
  • Completed Training: ICS 100, ICS 200, ICS-700, ICS-800, IS-240, IS-241, IS-403, IS-2200

Preferred Qualifications:

  • 10+ years of experience in a leadership position responsible for executing related programs within Federal or state government.
  • Master's degree in Engineering, Architecture, Planning, Public Policy, Government, Business Administration, or related discipline.
  • Professional licenses and/or certifications (Certified Emergency Manager, PMP, Certified Planner, etc.)
