Primary Purpose Provides operational leadership through initiating, planning, and managing the work performed by project teams and operational areas assigned. Oversees daily patient flow in behavioral health acute care services department to support patient throughput in acute care setting. Supports the work of operations in ensuring all services meet the mission, vision, goals, and objectives of Parkland, the needs of the community, and all pertinent regulatory and accreditation requirements. Recommends, facilitates projects, researches, analyzes, and monitors processes related to behavioral health acute care operations, overall staffing for social work services within the department. Provides leadership support to assigned areas.

Minimum Specifications Education - Must have a Master's degree in Business Administration, Healthcare Administration or related field. Must have a Master's Degree in Social Work.

Experience - Must have a minimum of seven (7) years of project management or operational experience; preferably with regular interactions with executives and senior leadership. Equivalent Education and/or Experience - May have an equivalent combination of education and experience to substitute for both the education and the experience requirements.

Certification/Registration/Licensure - Must be licensed by the Texas State Board of Social Work Examiners as a Licensed Clinical Social Worker (LCSW).

Skills or Special Abilities - Must demonstrate a strong customer service orientation. - Must demonstrate strong written and verbal communication, interpersonal and presentation skills. - Must have strong organizational, analytical and statistical skills. - Must be detail-oriented. - Must be able to prepare project schedules, budgets, scorecards and reports.

Responsibilities 1. Oversees Behavioral Health department operations in review of processes related to throughput optimization for the hospital. Provides leadership to operational teams through recommending and managing patient flow. 2. Oversees operations to ensure psychiatric social work staffing policies and guidelines are in accordance with nursing best practices. Responsible for departmental metrics related to social work turnover/vacancy rates and overall staffing for the inpatient behavioral health social work staffing in the acute care hospital setting. 3. Works in conjunction with Nursing Leadership (i.e. Vice President, Chief Nursing Officer and Associate Chief Nursing Officer) and Behavioral Health leadership in the daily operations. 4. Partners with other disciplines as well as outside community partners (i.e. North Texas Behavioral Health Authority (NTBHA), MetroCare Services, Meadows Mental Health & Policy Institute (MMHPI), Dallas Behavioral Healthcare Hospital, etc.) to represent the position of Parkland Hospital's behavioral health needs and best approach to management. 5. Responsible for the department of Behavioral Health to include trending, reporting and recommending tactics to improve patient satisfaction. Works in conjunction with nursing and other disciplines to implement patient satisfaction initiatives throughout Behavioral Health Acute services. 6. Provides team leadership to assigned cross functional teams through developmental opportunities, coaching, and training. Has the ability to communicate effectively with all employees, leaders, and executives. 7. Acts as a resource for executive leadership, patients/families, administration, other departments, and employees. Creates and provides reports for executive level review. Researches information, delegates tasks in response to directive in a timely and appropriate manner, and demonstrates responsiveness to innovation and cross-discipline expertise. 8. Applies Parkland's project management direction, methodology, and processes to assigned projects in order to achieve organizational goals. Implements and facilitates the process of developing project objectives and deliverables. Utilizes lean techniques in process improvement. 9. Creates and monitors strategies related to current initiatives to ensure operations as necessary to implement the goals and objectives that have been established. 10. Works with assigned leadership staff, internal/external customers, and vendors to project, identify, obtain, and resolve conflicting demands on resources. 11. Establishes and maintains collaborative, responsive customer service with internal and external customers by providing continuous follow through and communication regarding projects and priorities. 12. Evaluates, recommends, and implements changes to project management processes, methods, and tools to improve effectiveness, productivity, and efficiency that improve the overall goals of nursing services. 13. Along with Behavioral Health leadership, responsible for developing, maintaining and updating contracts with community partners. 14. Oversees the purchasing and management of psychiatric bed purchases with external hospitals. 15. Works with Behavioral Health leadership on other hospital and community initiatives including the Community Health Needs Assessment (CHNA) as related to Acute Care Services in behavioral health.

Job Accountabilities 1. Identifies and analyzes the design of jobs, work processes, work flows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland. 2. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices. 3. Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding. 4. Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department. 5. Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland. 6. Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
