Job Summary:
The Director of Upward Bound (UB)/TRIO Programs is responsible for overseeing and managing the day-to-day operations of the TCU Upward Bound program in accordance with the approved federal grant proposal and US Department of Education guidelines including developing, planning, and implementing support services to eligible participants. The position requires a self-motivated individual proficient in administration, assessment, strategic planning, and implementation of student success initiatives designed to achieve and report, on an annual basis, the accomplishment of all program goals and performance objectives. This includes overseeing the recruitment of eligible participants, daily operations of academic support services, course selection, academic tutoring, and other related services. The UB Director provides coaching and supervision, monitors annual budgets and federal data for annual reporting that ensure grants adhere to federal, state, and college regulations. The UB Director will establish and maintain successful relationships with colleagues, be responsible for connecting multiple offices and departments to accomplish program objectives, and operate within a frame of building structures that holistically support students through intentional and thoughtful engagement with high-impact educational practices.
Duties & Essential Job Functions:
1. Oversees the selection, training, development and performance management of professional (Coordinator, Tutor Coordinator, Tutors) and administrative/clerical staff.
2. Provides responsibility for the administration, implementation and continuation of the UB program.
3. Ensures the successful recruitment, retention and participation of program participants.
4. Maintains records of program operation expenses, ensuring use of funds are allowable by grant standards, and approves, monitors, and reconciles ongoing expenses.
5. Administers the UB Program within the scope of the University and target school rules, and in accordance with the legislation and regulations imposed by the Department of Education.
6. Manages Participant records with Project database software, preserving confidentiality and safeguarding participant printed and electronic files (FERPA).
7. Oversees planning and execution of UB grant activities and work with staff to evaluate progress of activities
8. Completes the Annual Performance Report (APR) in accordance with the Department of Education instructions.
9. Participates in college-wide initiatives and other campus retention activities both at target schools and at university level.
10. Establishes relationships with college and secondary school administrators, increasing awareness of the UB project and promoting collaborations across campuses.
11. Administers and manages educational opportunity related programs and development of non-cognitive behaviors for success for UB eligible students.
12. Ensures adherence to applicable federal, state, local, rules, and regulations.
13. Provides leadership and establish effective working relationships.
14. Facilitates periodic workshops to UB participants on various topics.
15. Evaluates and tracks performance of program objectives and activities by collecting and analyzing data and conducting internal program evaluations.
16. Performs other related duties as assigned.
