Title: Director of Substance Use Disorder Services

Starting Salary: $110,068 (Annually)

Job Summary: Under general direction the Director of Substance Use Disorder Services provides administrative oversight for the overall planning, development, and implementation of the programs and operations within the Substance Use Disorders Service Network.

Essential Functions
  • Leads or delegates the day-to-day administrative direction and implementation of comprehensive County-wide efforts in the treatment and prevention of substance use disorders (SUD).
  • Oversees the assessment of community SUD needs and works through various administrative and professional staff to develop an array of SUD and co-occurring programs in Oakland County.
  • Advises and assists OCHN Executive Leadership by making policy and SUD budgetary / financial recommendations.
  • Participates in OCHN strategic and annual plan development and leads SUD Team contributions, overseeing implementation and monitoring of SUD goals and objectives.
  • Represents OCHN by participating in State and Local committees, workgroups, etc., in addition to collaborating in OCHN interdepartmental teams.
  • Oversees SUD network operations through collaboration with other OCHN Teams to utilize organizational expertise and to assure integration of SUD services, including assuring SUD Team members participate in cross-departmental workgroups.
  • Works with contractual agencies, providers, and state government stakeholders to develop and execute service obligations and contracts.
  • Ensures that necessary OCHN information is communicated to and from the Provider / Service Network and community partners, including strategic development, project implementation, progress, and barriers.
  • Collects and analyzes data for demonstrated efficacy of integration and new programs and thereby identify opportunities for improvement and growth.
  • Facilitates collaborative meetings and oversees the sharing of data between the contracted managed care organizations in order to maximize coordination of care and effectively manage overall costs of care.
  • Performs administrative and supervisory duties in the planning and coordination of programs appropriate for people with substance use disorders.
  • Evaluates existing programs to determine if the need for services is being met.
  • Develops administrative policies and procedures and interprets program goals.
  • Assists in the preparation of the annual budget for programs for consumers of substance use disorder services exercising control over expenditures during the year to ensure that programs do not exceed budget allocations.
  • Responds to SUD Service Network Provider issues / complaints, including facilitation of the Dispute Resolution process and Appeals process, if needed.
  • Provides direction to SUD team managers and individual employees through leadership, facilitation, teaching, coordination, problem solving, conflict resolution, and coaching.
  • Actively participates in the professional development of all subordinates through the Performance Management process, assuring that all performance appraisals are completed on time.
  • Demonstrates knowledge and skills in the effective and efficient use of human, technical, and financial resources of the organization.
  • Demonstrates an applied commitment to the values as well as knowledge and skills in consumer-oriented practices as well as innovations in support, service, treatment, and care practices.
  • Serves as a member of the Operations Management Team.
  • Assumes leadership, coordination, and/or otherwise participate in special projects and assignments as instructed by OCHN Executive Leadership.
  • Additional duties, as assigned.
Job Requirements and Qualifications


Education
:

Master's degree in a relevant discipline.


Experience Requirements:

Minimum of five (5) years managerial/supervisory experience with at least three (3) years.

Job Specific Competencies/Skills:

  • Knowledge / Experience in SUD Services.
  • Knowledge / Experience in the public behavioral health service delivery systems. Ability to build and sustain internal OCHN and external, stakeholder relationships with State departments, provider organizations, and other community partners.

Preferred competencies:

  • Working knowledge of the Michigan Department of Licensing and Regulatory Affairs (LARA) SUD Administrative Rules.
  • Working knowledge of the Michigan Mental Health Code.
  • Working knowledge of Michigan Medicaid rules and regulations.
  • Familiarity with Michigan Certification Board for Addiction Professionals (MCBAP) certification standards and processes.

  • Must have available means of transportation to and from OCHN and for required offsite meetings or site visits.
  • Must be available for meetings and events which may occur outside of standard office hours.
  • Work performed primarily in an office environment.
  • Hybrid (onsite/remote) work schedule available.
