Position Information

This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.

This position is a "designated position" in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.

Conditions of Employment

Possession of a valid Driver's License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.

Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

The anticipated hiring range for this position is $5,976 - $8,964 per month.

Major Duties

Under the administrative direction of the Sr. Associate Vice President for Student Life & Dean of Students, the Director of Student disAbility Resource Center is responsible for the administration, planning, organization, and direction of its service delivery components and effective collaboration with faculty, staff within university offices to ensure accessibility by students with disabilities to the university’s academic programs, services, and activities.

This position provides counseling and guidance to assist students with disabilities in their transition and adjustment to the university, accepts and reviews disability documentation, and determines appropriate accommodations in the classroom and other campus activities. This involves administrative and professional work that is used to administer a comprehensive program to ensure academic access and assistance for students with disabilities. Work is performed under minimal supervision with a broad latitude for initiative and independent judgment and performance is based on the effective operation of the administrative function.

The Director of Student disAbility Resource Center provides consultation and leadership in areas of facilities access review, emergency evacuation and safety; mental health and wellness; has responsibility for contributing to campus-wide efforts to address compliance with the CSU system Policy for the Provision of Services for Students with Disabilities, federal and state disability-related laws and statutes. The Director serves as a member of the Student Life Leadership Team.

Qualifications

Required Education: Master's degree in Counseling (general or rehabilitation), Psychology, Disability Studies, or related field.

Required Experience: Minimum of five (5) years of experience performing professional Student Services work requiring experience working in the area of services to students with disabilities. A minimum of five (5) years of demonstrated effectiveness and experience managing, supervising, instructing, and reviewing the work of subordinates is required.

Required Knowledge, Skills and Abilities

  • Knowledge and experience interpreting and applying Federal Regulation 504 and the Americans with Disabilities Act required.
  • Knowledge of and ability to interpret results of various assessments and diagnostic tools used to diagnose different types of disabilities and make recommendations for reasonable accommodations required.
  • Demonstrated ability to create and conduct effective programming for students with diverse abilities is required.
  • The successful candidate will have a high level of energy and maturity, the ability to encourage and motivate students and staff, and work effectively in a large, fast-paced environment.
  • Have knowledge of ADA and other laws addressing the rights of people with disabilities, such as Sections 504 and 508 of the Rehabilitation Act of 1973, as well as knowledge of CSU Chancellor’s Office mandates.
  • Have experience with people with a broad range of disabilities.
  • Specialized knowledge of the planning, development and design of organizational structures suitable to the provision of services for students with disabilities.
  • Demonstrated commitment to advocacy for and experience working with students with disabilities at the post-secondary level.
  • Working knowledge of the overall legal rights and responsibilities of students with disabilities, including the office of Civil Rights grievance procedures.
  • Strong written and verbal communication skills.
  • Demonstrated conflict resolution and mediation skills.
  • Demonstrated ability to lead, manage and supervise a diverse staff in a dynamic environment that requires department and staff members to adapt to changing processes, practices and initiatives.
  • Ability to plan budgets and allocate resources based upon department priorities.
  • Acquire awareness and apply knowledge of executive orders and mandates.
  • Demonstrated ability to engage in strategic planning to ensure the most effective and efficient delivery of programs and services.
  • Assessment and evaluation procedures and the related student learning outcomes.

Ability to:
The position interacts with all areas of campus – President’s office, Academic Affairs, College Deans and faculty, Student Affairs departments and staff, Library, etc., as well as the Chancellor’s Office. Must have the ability to:

  • Plan, manage, administer and supervise the Student disAbility Resource Center (SdRC) office.
  • Coordinate the provision of support services to students with disabilities.
  • Establish a departmental policy regarding the delivery of services.
  • Provide campus awareness on the rights and responsibilities of students with disabilities and the available program resources,
  • Advocate for students with disabilities.
Skill in:
  • Planning and implementing operational policies and procedures. Skills in practices and techniques in documenting, researching, and evaluating policies and procedures for the purpose of making recommendations to the Vice President for Student Affairs and developing student learning outcomes, assessments, and evaluations.

Preferred Qualifications

Seven (7) years minimum experience performing professional Student Services work of unusual difficulty requiring extensive work experience in the area of services to students with disabilities.

Responsibilities

65% Provide leadership in managing the operation of the Student disAbility Resource Center to meet its program objectives.

  • Manage staff, conduct performance evaluations, and ensure professional development and training.
  • Handle personnel-related matters in compliance with bargaining unit agreements.
  • Responsible for recommending advancement and reassignment as well as merit-salary adjustments and/or disciplinary action and employee grievances.
  • Monitor program budget to effectively manage fiscal resources to meet legal mandates and operational needs.
  • Serve as an advocate for issues regarding individuals with disabilities to ensure equal access and inclusion.
  • Oversee determination of the academic adjustment process and the provision of reasonable accommodations and services to students with disabilities.
  • Maintain SdRC database known as Accessible Information Management (AIM) and the electronic files on each student in a highly confidential manner; frequently uses AIM database and web-based information. Compiles and analyzes data to prepare reports and other outputs. Regulates, refines, and maintains optimal efficiency of the AIM system. Ensures the integrity and security of the implemented system. Coordinates and monitors project plan implementation, and offers training, consultation, and support for faculty, and students. User guides and manuals created for department employees, faculty, and student.
  • Ensure the availability of appropriate accommodation services in the areas of disability-related advising, diagnostic assessment of learning disabilities, and recommendations for math course substitutions, reading, sign language interpreting, note-taking, learning strategies, testing accommodations, and adaptive technology and software, both on campus, for on-line instruction and at distance learning sites.
  • Develop, review and revise services, policies and procedures consonant with legal mandates, best practices, and operational needs and changes.
  • Conduct program assessment and evaluation and assemble relevant data to document accommodations needed, the effectiveness of and satisfaction with services offered through the development and implementation of student learning outcomes.
  • Facilitate, mediate, and resolve disputes and student complaints as needed.
  • Review facilities drawings and architectural plans for new construction and remodeling projects according to Chancellor’s Office guidelines.
  • Participate in New Faculty Orientation workshops as a means of increasing awareness of faculty responsibility to provide reasonable accommodations and course modifications and compliance with CSU system Policy for the Provision of Services for Students with Disabilities and all federal and state disability-related laws and statutes.
  • Facilitate the establishment and function of the campus Student disAbility Resource Center Advisory Board.
  • Facilitate the writing and publishing of the SdRC department newsletter, Freeflight.

25% Responsible for consultation with faculty, staff, and administration on issues involving students with disabilities related to reasonable accommodations and/or appropriate and inappropriate behavior inside and outside of the classroom.

  • Provide information and consultation to faculty regarding academic accommodations, compliance with legal responsibilities, as well as instructional, programmatic, physical and course modifications.
  • Provide information and consultation to faculty and administration regarding behavioral issues related to students with disabilities which may be related to an emotional, psychological, medical, and physical or learning disability.
  • Serve as member of the Loker Student Union Board
  • Serve as member of the BARRT.
  • Service as member of the CARE team.
  • Workplace Violence Committee

5% Serve as a university designee (as requested by VP for Student Affairs), on OCR (Office of Civil Rights) investigations related to students with disabilities. Review complaint; interview all parties deemed necessary to complete review; provide written summary of findings and recommendations.

5% Responsible for consultation and participation on campus committees involving CSUDH employee matters.
