Summary

The Assistant Director, Operations Program Support for Leave Management, has a moderate level of authority for the decision-making of MTA C&D Leave entitlements for consolidated staff. Wide latitude for decision-making authority over their area of responsibility, which includes various procedures, rules, and regulations based on agency-specific timekeeping policies. The Assistant Director provides analysis and input for policy and procedural changes with final approval from senior management and supports the implementation of such changes.

Responsibilities

Manage implementation of administrative functions within their area of responsibility or a business unit, including but not limited to some of the following areas:

Plan, monitor, evaluate, direct, and supervise the operation of MTA C&D's Leave Management Program and team.


Develop guidelines, workflows, and procedures to ensure timely processing, tracking, and record maintenance of all employee leaves.


Counsel and advise Department, Management, and Staff on federal, state, and local leave laws, policies, and provisions.


Consult Business Unit Lead(s) and People Management team to identify and devise strategic, short and long-range planning and a programmatic framework to improve the workforce's productivity and reduce direct and indirect costs.


Monitor and evaluate leave usage within Business Units to identify trends and recommend courses of action that may impact organizational productivity and streamline the leave process.

Develop, implement, and maintain leave procedures, administrative monitoring practices, and controls to ensure timely Business Unit notification.


Record and analyze departmental reports; prepare weekly, monthly, and annual leave reports.


Education and Experience


Bachelor's Degree in Business Administration, Public Administration, Engineering, Architecture, Computer Science, or a related field.


Must have a minimum of eight (8) years of related experience.


Must have a minimum of four (4) years in a managerial or supervisory role and/or project manager role in a large, multi-faceted organization.


An equivalent combination of education and experience may be considered.


Competences:


Experience in managing diverse administrative functions supporting operations of a large organization preferred.

Experience in implementing MTA policies and practices related to project management, budget, human resources, procurement, payment processing, facilities management, timekeeping, and/or other administrative functions preferred.

Ability to manage sensitive information with a high degree of confidentiality and judgment.

Excellent communication and interpersonal skills.

Ability to collaborate with a broad range of stakeholders and drive outcomes.

Demonstrated ability to work in a high-profile, high-pressure environment effectively.

Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.

Excellent team-building, listening, problem-solving, and prioritization skills.

Proficiency in PeopleSoft, Microsoft Office Suite (including Word, Excel, Access, PowerPoint, and Outlook), Power BI, Teams, or similar applications.

Must possess excellent team-building, listening, problem-solving, and prioritization skills.

Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").
