Under limited direction, provides supervision, technical assistance, and management in Human Resources for the Community Services Board. Work involves developing and/or coordinating programs and policies related to recruitment, selection, position classification, position advertisement, criminal background and driver’s record checks, compensation, employee relations, employee benefits, quality assurance, training, wellness, etc. Employee is responsible for interpreting existing and writing new personnel policies and procedures for Board approval; addressing employee complaints and/or concerns; and for providing technical assistance to the Executive Director and Board in all matters pertinent to human resources. Employee also is responsible for acting as liaison to outside organizations and applicants involved in CSB personnel matters. Reports to the Executive Director.

Essential Responsibilities and Job Duties

  • Directs Human Resources Division, ensuring that CSB personnel policies are consistent and in compliance with Board policy and with state and federal laws, regulations, guidelines, licensure requirements, EEO requirements, and quality assurance guidelines.
  • Provides administrative support and consultation to the Board, Executive Director, and program directors as needed on the areas of agency personnel policies and procedures, employment legislation, rules and regulations, department and licensure mandates, and quality assurance guidelines.
  • Oversees recruitment and selection process for the Board including but not limited to applicant screening; testing; interviewing; reference, criminal, driving record, and background checking, hiring; firing; employee orientations, and exit interviews.
  • Supervises utilization management activities within the Human Resources division: ensures that staff are recruited, oriented, and training, and personnel records are audited and kept in accordance with quality assurance guidelines; serves as a member of the agency quality assurance committee.
  • Prepares, maintains, and interprets the personnel policies and procedures manual.
  • Oversees the planning, implementation and maintenance of the Board’s Human Resource information system.
  • Acts as benefits administrator; counsels employees regarding CSB personnel policies, benefits, substance abuse, career advancement, family and medical leave employment difficulties, personnel and job performance problems, and retirement planning; communicates as necessary with benefit providers.
  • Supervises department employees; prepares subordinate staff schedules; plans and provides personnel related training for program directors, supervisors, and staff.
  • Ensures that appropriate personnel records, including job applications, employee evaluations, training records, disciplinary reports, benefits information, payroll records, etc. are kept in accordance with all applicable regulations and quality assurance guidelines.
  • Oversees application process for prospective employees; assists persons completing employment applications; provides information concerning vacancies; and informs the public when positions are filled.
  • Coordinates the completion of manual and computer-generated reports, analyses, and surveys related to personnel management and quality assurance.
  • Serves on CSB Senior Management Team; serves as consultant to the Human Resources Committee of the Board; Chairperson of the Personnel Review Committee; represents the CSB in unemployment claims; attends Board meetings and presents personnel and statistical reports on a regular basis; formulates and recommends new personnel policies to the Executive Director.
  • Chairperson for the Health and Safety Committees; insures compliance with federal and state laws concerning occupational health and safety codes.
  • Oversees qualification process for the Catastrophic Leave Bank, and the Family and Medical Leave Act.
  • Addresses employees' concerns; serves as counselor to employees for personnel related problems.
  • Assists the Director of Quality Assurance to insure compliance with personnel licensure and certification rules to meet all Federal and State requirements.Conducts and documents exit interviews in the absence of the Executive Director. Answers incoming telephone calls and directs to appropriate staff.

Education

  • Bachelor's degree in human resources, personnel management, or related field.
  • SPHR or SHRM-CP Certification Preferred

Experience

  • 3 to 5 years of progressively responsible experience in public personnel administration and management; or any equivalent combination of training and experience which provides the required skills, knowledge, experience, and abilities.
