Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.

Under the direction of the Chief Programs Officer, the Director of Funding and Allocations oversees funder requests, programmatic budgeting and allocation of LAHSA’s more than $800 million that is distributed to community-based non-profit organizations working to end homelessness. The Director ensures that funding allocations have the maximum impact on ending homelessness in Los Angeles County. The Director of Funding Allocations works closely with LAHSA’s public funders including the U.S. Housing and Urban Development Department, the State of California, Los Angeles County and the City of Los Angeles to prepare funder requests and design grant and funding agreements. The Director works with funders to report back to regularly on funding execution and outcomes. In addition to LAHSA’s public funders, the Director of Funding and Allocations also oversees a team that coordinates funder requests and reports to philanthropic funders. The Director of Funding and Allocations manages the Funding and Allocations Department and works collaboratively across multiple LAHSA departments to ensure highest utilization and impact from LAHSA’s financial resources. The Director ensures that LAHSA’s approach to funding requests and allocations promotes racial equity and reducing racial disparities among people experiencing homelessness. The position ensures LAHSA performs at the agency’s highest capacity as both a grants administrator and as the system administrator for Los Angeles’s homelessness response system, ensuring the region’s resources to address homelessness serve as many people experiencing homelessness as possible and provide the highest quality of services possible.

Essential Job Functions

Allocations

  • Establish equitable and effective methodologies for allocating LAHSA’s $600 million+ annual programmatic budget.
  • Develop and implement funding strategies to reverse racial disparities in homelessness.
  • Ensure that LAHSA’s public funders are informed about, and aligned with, LAHSA’s allocation methodology.
  • Collaborate closely with LAHSA’s programs departments to ensure allocations are strategically invested to scale the homeless response system and achieve maximum performance.
  • Ensure strong procedures to meticulously monitor and track all funding allocations.

Funder Relations

  • Work closely with LAHSA’s public funders including, but not limited to the U.S. Housing and Urban Development Department, the State of California, Los Angeles County and Los Angeles City to prepare funding requests and funder reports.
  • Collaborate closely with public funders to provide all needed information and problem solve around challenges.
  • Responsible for developing and ensuring funder agreements are executed in a timely fashion and amended as needed.
  • Work closely with philanthropic funders and LAHSA leadership to submit philanthropic funding requests and reports.

Presentations

  • Provide regular public reports on LAHSA’s Funding and Allocations work including to community providers, City Council, the Los Angeles County Board of Supervisors, and other public forums and hearings.
  • Provide regular reports to the LAHSA Commission and Contracts and Grants Management Committee.

Collaboration

  • Serve as the key liaison between LAHSA’s programs departments and LAHSA’s Finance, Grants Management and Compliance, and Contracts and Procurement departments.
  • Lead programmatic budget development including coordinating input from various departments.
  • Collaborate with the Data Management, programs and Finance departments to ensure timely reporting on programmatic outcomes to public funders.
  • Work collaboratively with the , Grants Management and Compliance Department to closely monitor funding utilization and spenddown data.
  • Support programmatic departments to stay informed of all changes to funder agreements, requirements, and ensure funding is efficiently allocated.
  • Support and utilize matrix organizational structure to achieve desired collaboration and implementation of these goals.
  • Facilitate highly effective group meetings to ensure strong communication and collaboration.

Management

  • Provide strategic and effective leadership for the Funding and Allocations Department.
  • Supervise a growing staff of 13+ FTEs.
  • Work closely with the Chief Program Officer to provide critical information on LAHSA’s strategic priorities and risks.

  • Strong organizational skills with a strong attention to detail.
  • Intermediate level of computer software programs specifically, Microsoft Office (Word, Excel, Access, Power Point and Outlook).
  • Ability to simultaneously manage multiple projects and timelines.
  • Advanced communication skills, and the ability to communicate with all levels of management, staff and external clients, especially those who are not well versed in computer technology.
  • Demonstrated ability to work with diverse community and organizational groups.
  • Other duties and special projects as assigned.

Training & Experience

  • A minimum of 5 years of experience related to the position
  • Extensive experience preparing and monitoring large budgets
  • Extensive experience working with public funding sources, ideally with public funding sources to address homelessness
  • Undergraduate degree preferred; advanced degree related to the position is highly desired
  • Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully

Schedule

  • The Executive Director or designee may change the schedule of positions between remote, hybrid and onsite, as necessary to accomplish LAHSA business.
