The Director, Administrative Services is an exempt job reporting to and appointed by the Board (Board of Pardons and Parole). This is an Appointed Position. Responsible for the day-to-day operations of the Board. Directs all functions of the agency including coordination of policies and program activities. Responsible for strategic and policy direction, program design and implementation, accountability measures and development of effective partnerships and working relationships with state agencies and other governmental entities. The Director exercises considerable judgement and discretion and exerts a direct and substantial effect on the success of state government, the public relations of state administration generally, including collaborating with criminal justice stakeholders and public relations.

This job is considered a very highly competent professional position because the Board of Pardons & Parole is invested by the Utah constitution with the authority to make all release, termination, parole and clemency decisions regarding persons committed to prison. The Board also has all constitutional pardon and commutation power.

Example of Duties

  • Develops or modifies rules, policies, or standards, etc.
  • Monitors agency or program budget including revenues, expenditures and budget projection, etc.
  • Supervises subordinate personnel including: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions.
  • Evaluates, plans and directs activities of the organization.
  • Represents the agency with federal, state, and local government units, in the media, and with other criminal justice stakeholders.
  • Serves on various committees to coordinate agency activities and facilitate agency goals and initiatives.
  • Serve as the legislative liaison.
  • Reviews legislation to determine impact on the operation of an agency or the state, to include agency fiscal impact. Gives recommendations regarding implementation of passed legislation.
  • Sets goals, establishes priorities, manages resources, develops concepts and approaches, reviews projects progress and results.
  • Coordinates and/or acts as a liaison between agency, Courts, Department of Corrections, other state agencies, contractors, and other organizations.
  • Represents agency interests on key legislative issues, task forces, committees, etc., and/or draft legislation, find sponsors, propose amendments, etc.
  • Develops and implements strategic plans to achieve the mission of the agency.
  • Recommends, advocates and/or implements, new and/or changes to existing policies and procedures, laws or rules.
  • Meets agency goals through effective planning, prioritizing, organizing, and aligning resources. Prepares and updates plans and priorities.
  • Coordinates training for agency on current evidence based practices and/or programs.
  • Other tasks as assigned.

  • Knowledge of criminal justice systems and agencies.
  • Knowledge of criminal law and administrative rules.
  • Ability to read, interpret and apply laws, rules, regulations, policies and/or procedures.
  • Develop and/or implement new policies/procedures/standards and/or rules/regulations.
  • Knowledge of evidence based correctional practices.
  • Understanding of principles, theories, and practices of parole and criminal justice.
  • Ability to communicate effectively with the public and news media, which may include preparation of press releases and in person interviews.
  • Exceptional ability to relate to and work well with legislators, agency officials, legislative staff, and the general public under varying circumstances and potentially stressful situations.
  • Experience working with legislative committees and reporting on performance measures.
  • Possess a leadership style that demonstrates positive interpersonal skills, effective communication, and support of staff.
  • Ability to develop and maintain applicable professional contacts, resources and/or networks.
  • Ability to effectively prioritize a high workload.
  • Ability to lead successful organizational change.
  • Understand principles, theories, and practices of performance management and improvement.
  • Understand principles, theories, and practices of quality management and process improvement.
  • Ability to develop and implement innovative Board programs and projects.
  • Ability to develop and/or measure program outcomes.
  • Understand applicable laws, rules, regulations and/or policies and procedures.
  • Understand principles, theories, and practices of budget management.
  • Understand State budget practices and finance rules.
  • Experience with fiscal/financial management.
  • Understanding of state government including the functions of individual agencies and the relationships between the legislative, judicial, and executive branches of government.
  • Ability to provide technical and policy leadership and direction.
  • Ability to communicate effectively orally and in writing.
  • Participate in various human resource functions including supervision of staff, recruitment, staff training and development, performance evaluations, and appropriate corrective action.
  • Ability to successfully resolve conflict.
  • Ability to interpret data and analyze trends.
  • Understand Government Records Access and Management Act (GRAMA)

  • Best qualified individuals will have obtained a masters degree, or higher, in a related field of study, and/or a combination of education and/or experience in administration, law enforcement, judicial or governmental entities.
  • Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
