Project Overview:

Thacker Pass is the largest known lithium resource in the United States and the next large-scale lithium mine. The project has all permits required to commence construction, which is expected to start in 2023. Engineering design and procurement of long-lead equipment is underway, with early works being coordinated.


This project falls under the Lithium Americas umbrella of Lithium Nevada Corporation (LNC). Project site is located ~3 hours northeast of Reno at the southern end of the McDermitt Caldera in Humboldt County, NV, and ~25 miles from the Nevada-Oregon border (or ~1 hour northwest of Winnemucca, NV).


The Project will be developed as an open-pit mining operation using conventional, continuous mining equipment. Given the soft, clay nature of the deposit, minimal blasting and crushing is anticipated. The ore will then be processed in a leaching circuit using sulfuric acid to liberate the lithium from the claystone. Following the leaching process, the lithium bearing solution will be purified using crystallizers and reagents to produce battery-quality Li2CO3.


The Thacker Pass site has a flat and expansive terrain which allows for a very compact footprint and for future potential expansions.


Bechtel will have responsibility for the full EPC/EPCM scope.


Position Summary:

Bechtel is seeking a Deputy PCM with strength in Cost, Change Management, and Reporting, but experience in Planning/Scheduling is also necessary. This position reports to the Project Controls/Services Manager and will directly supervise the Cost, Change Management and Reporting staff. In addition, this role will be required to help facilitate all aspects of Project Controls on the Thacker Pass Project. This includes active engagement during the development of the Class 3 Estimate and Level 3 Schedule. Once FID is achieved and the Construction team is ready to mobilize to Nevada, this position will remain in Houston to oversee the Project Controls team supporting the Engineering and Supply Chain efforts, as well as overall Project Controls integration for the Project across the locations in India and Nevada.


The Deputy PCM is responsible for helping with the overall planning, organizing, directing, and controlling the integrated project schedule, change management, cost control, and supporting information. The Deputy PCM will lead the efforts in converting the estimate to budgets and uploading the PC tools (including Ecosys), helping to drive the setup of progress measurement tools (EPPR, PVS and QURR), and ensuring an effective Change Management program (Trend Program) is in place. In addition, the Deputy PCM will have responsibility for the PFSR. Estimating, Risk Management, Finance, and Services will report directly to the Project Controls/Services Manager; however, the Deputy PCM might be required to support when necessary.


The position may be required to travel to other project office locations (e.g., Site in Nevada).


Qualifications and Skills:

Basic Qualifications:

  • B.S. degree required; preferred in Engineering or Construction Management.
  • Experience on previous Bechtel large/mega projects is required.
  • Demonstrated skill in establishing criteria for Project Controls activities.
  • Demonstrated skill in management, supervisory, and personnel administrative functions.
  • Proficiency with Bechtel PC operating systems, with proficiency in several basic software applications currently used in Bechtel (eg, Ecosys, Primavera P6, Microsoft Office Applications, PowerBI and others as required to execute Bechtel processes).
  • Experienced in establishing milestones for the total project or major portions of the project.
  • Ability to analyze project work activities to ensure support of project milestones; coordinate the timely, systematic, and complete acquisition of scope definition and related data; ensure integration of cost and schedule components into a fully integrated plan; and help validate progress.
  • Ability to support project organizational and administrative activities. Supervise the development and integration of individual Project Controls requirements into the total project plan.
  • In-depth level of experience to provide comments and recommendations for Project Controls requirements.
  • Able to review design scope criteria and quantities for completeness and reasonableness, and coordinates with the project to develop additional estimating bases.
  • Skilled in oral and written communication, with demonstrated ability to present Project Controls information to management/client.
  • Demonstrated skill in identifying, analyzing, and solving problems.
  • Expert level of knowledge of engineering, procurement, contracts, construction, and start-up work processes, as performed by Bechtel.
  • Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience. Knowledge of current industry and technical developments.
  • Ability to effectively interface with multiple personnel and produce deliverables on time and with high quality.
  • Able to work independently to meet project deadlines.
  • Must have the right to work in the USA prior to applying for this role (i.e., no visa requirements).
