Job Summary

The Deputy General Counsel is responsible for assisting with all of the legal work, obligations, and relations of the Authority and its Board of Directors and providing legal advice and guidance accordingly. Essential Duties & Responsibilities

  • Appears before various courts and represents the Authority in all civil and other court proceedings.
  • Interviews witnesses to ascertain facts of case; correlates findings and prepares cases and claims responses.
  • Researches, interprets and applies laws, court decisions, and other legal authorities in preparation of briefs, pleadings, motions, hearings, and other legal papers in connection of lawsuits, trials, and other proceedings.
  • Drafts pleadings, briefs, orders, motions, and other court related or legal documents.
  • Prepares appropriate legal documents, correspondences, and responses related to innumerable legal areas including but not limited to all forms of contracts, legislative testimonies, and all types of miscellaneous papers.
  • Conducts research and prepares briefs, memorandums, and reports for use of the General Counsel and advises management and other personnel on legal rights, obligations, and other matters that arise in day-to-day operations.
  • Represents the Authority in all legal matters to include proceedings before courts, governmental agencies, boards, and other administrative or adjudicatory bodies.
  • Reviews, analyses, and provides recommendations relating to case law, statutes, policies, regulations and ascertains compliance and determines consequences on Authority operations.
  • Prepares policies and procedures, guidelines, and rules as needed and accordingly recommends changes to conform with the law or to protect the Authority from unwarranted claims.
  • Prepares, reviews, and examines leases, contracts, and other legal and business documents to determine legal sufficiency or to advise Authority management as to legal requirements and implications in connection with these documents.
  • Performs other legal related work as required.
  • Assists in the preparation of materials pertaining to proposed legislation affecting the Authority.

Required Knowledge, Skills & Abilities

  • Ability to work with technical and staff personnel within the Authority.
  • Ability and experience in drafting legal instruments.
  • Ability and experience in drafting legislation of rules and regulations.
  • Ability to administer staff and budget.
  • Ability to organize and analyze data for oral and written presentation.
  • Knowledge of Territorial and Federal laws applicable to the Authority's operation.

Education & Experience

Graduation from an accredited law school with two (2) years experience in law practice, either governmental or non-governmental, with an LLB or Juris Doctorate degree. Certificate of admission to the Bar of the U. S. Virgin Islands is required.
