St. Johns County Board of County Commissioners is seeking a Contract Compliance Manager for our well established Purchasing Department whose headquarters are located in beautiful St. Augustine, Florida.

The St. Johns County Purchasing Division is responsible for management and facilitation of the procurement and contracting for goods, services and construction for the County in accordance with Florida Statutes, Purchasing Policy, associated procedures, and all other applicable rules, laws, codes, ordinances and regulations.

The initiative of the County is to provide for compliant and effective contract management for all of the County’s contract obligations. The Contract Compliance Manager position is responsible for development, implementation, training, monitoring, reporting and maintenance of the County’s contract management initiative.

Examples of Duties:

The ideal Contract Compliance Manager candidate must possess St. Johns County’s core values of compassion, innovation, and trustworthiness and must work well in a collaborative team environment while upholding the County’s compliance initiative when it comes to contract obligations, requirements and parameters. Some of the specific tasks include but are not limited to:

  • Develops and maintains appropriate contract templates and clauses for use in contracting for goods, services and construction, and facilitates the implementation of templates in the County’s Contract Management System for automatic generation of Contract Documents.
  • Provides oversight and review of all County Contracts to ensure compliance. Administers the County’s processes and protocols related to contract performance and compliance by all parties of County Agreements.
  • Administers the County’s Contract Management System. Reviews contract files for accuracy and completeness.
  • Serves as liaison to County Departments or vendors to provide technical guidance and clarification on contract requirements. Advises County Employees on best practices and methodology to correct non-compliance within agreements.
  • Develops, implements and upholds procedures and practices related to Contract Administration.
  • Develops reports based on analysis of contracts to make recommendations or assess courses of action relative to contract compliance and management.

Typical Qualifications:

Candidates for the Contract Compliance Manager are encouraged to apply if they meet the following minimum qualifications:

  • Bachelor’s Degree in Public or Business Administration, Management, or Finance, or related field.
  • Master’s Degree or Law Degree preferred.
  • Contract Certification (NCMA or other educational institution) preferred, or may allow promotion or pay upgrade with obtainment of specified certificates.
  • Three years of experience administering contracts for a County government or similar agency or organization.
  • Must possess and maintain a valid Florida driver’s license and any other endorsements necessary to legally operate vehicles used while assigned to this position.
  • Must possess good interpersonal and communication skills in order to serve others.
  • Must be able to comprehend, speak and write the English language.
  • Must be able to operate a computer.

Job Type: Full-time

Pay: $62,688.60 - $79,038.37 per year
