Lumenor Consulting Group is looking for a Contract Manager to support capital project for a major transit agency. This position will provide contract compliance with an emphasis on rights, remedies, assignments and risks management. The ideal candidate will have the ability to manage the full contract lifecycle from procurement to project closeouts. The position will require a strong communicator and collaborative candidate that can work with the project teams to vet and advance potential changes while following established processes.

Job Summary/Duties:

  • Perform contract related activities through the project lifecycle from procurement through project closeout to ensure contract compliance.
  • Participates heavily in the procurement phase of the contract including RFP input and review, negotiations, contract award, contract administration and contract closeout. Analyzes contractor cost proposals. Participates and / or leads contract negotiations.
  • Develops, formulates, and recommends contract terms and conditions for material, equipment, and service contracts. Works with the customer to determine the type of contract to be utilized for individual procurements and prepares the appropriate contracts. Recommends changes to improve contract terms, conditions, and procedures.
  • Works with the project team, the customer, and the industry for to gain input to upcoming procurements; discuss general contract awareness; identification, classification, and disposition for potential risks; and contract pricing.
  • Responsible for properly identifying, vetting, and advancing potential changes while ensuring compliance with the contract requirements in support of a projects scope of work and objectives. Proactively capture, track, manage and report all potential project changes and cost impacts utilizing the standard Change Order Log.
  • Supports client and project team members in all aspects of contract interpretation and compliance, risk management, and change management protocols.
  • Coordinates and collaborates with the project team, Business Processes and Project Controls groups, and maintains a positive working relationship with client staff and, specifically, the client Office of Procurement.
  • Ensures proper documentation is recorded in the contract case file. Assembles complex claim files, prepares respective party's positions, prepares documentation in those instances where the negotiations do not end in bilateral modifications, and prepares the Contracting Officers’ final decisions on material equipment, supply and service, professional and technical service, construction, and Architect/Engineer (A/E) procurements.
  • Responsible for achieving procurement metrics.
  • Work closely with the Project Manager and project controls staff to quantify all cost and schedule impacts due to changes.
  • Develops, implements, and monitors prompt payment procedures for contractor payment requests. Ensures that required documentation is maintained to support these payments.
  • Other Duties as assigned.

Requirements

  • A Bachelor's Degree in business administration, engineering, construction management, or a related field. Extensive work experience may be considered in lieu of degree.
  • Seven (7)+ years of professional experience in the procurement and contracting of engineering and construction contracts.
  • Must be local to the D.C. metropolitan area. Position currently requires 5 days a week working in the project office.
  • Strong oral and written communication skills.
  • Excellent attention to detail with strong understanding of quality processes.
  • Knowledge of Microsoft Office applications.

Additional Preferred Qualifications/Skills

  • Experience in government transit agency procurement and FTA funded procurements preferred.
  • Certification from an accredited procurement program such as the National Institute of Government Purchasing (NIGP) or certification from another such program(s)
  • Demonstrated experience on A&E Projects.
