Continuum of Care Manager
(Administrative Manager II)
This recruitment will be open to the public for a minimum of five (5) business days and will close on Wednesday, December 14, 2022 at 11:59PM (PST) . Applicants are encouraged to apply immediately.
This recruitment will establish an open eligible list. This list will be used to fill current and future Administrative Manager II positions. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.
Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

THE DEPARTMENT

The Office of Care Coordination engages across Orange County, working with cities and community-based organizations to strengthen regional capacity and multi-city, multi-sector investments to prevent and address homelessness, coordinate public and private resources to meet the needs of the homeless population in Orange County and promote integration of services throughout the community that improve the countywide response to homelessness.

THE OPPORTUNITY

The Continuum of Care Manager within Office of Care Coordination will primarily be responsible for coordinating the Continuum of Care - the homeless service system comprised of a number of interventions including prevention, street outreach, emergency, interim and permanent housing for homeless individuals and families - for the County of Orange. The Continuum of Care Manager will serve as the lead staff to the Continuum of Care Board and will lead programs and initiatives for the Orange County Continuum of Care.

Responsibilities and duties for this position will include, but are not limited to the following:
  • Strategic planning and implementation of the Continuum of Care, Countywide Coordinated Entry System, Homeless Management Information System and Point In Time Count
  • Capacity building and technical assistance with agencies within the Continuum of Care
  • Coordination with cities and public housing authorities in the response to homelessness
  • Developing homeless service programs and acting as community liaison for community meetings and inquiries regarding the Continuum of Care programs and related funding opportunities
  • Working directly with federal and state agencies for the administration and programming of grants and the design and operations of programs
This position requires flexibility to travel throughout Orange County and attend evening and/or weekend meetings, as well as perform other related duties to the position as assigned.

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The successful candidate will have five (5) years or more experience in working directly with the U.S. Department of Housing and Urban Development (HUD) Continuum of Care, including on the Annual Continuum of Care Application processes, Grant Inventory Worksheet, Housing Inventory Chart and Emergency Solutions Grant programs, as well as being proficient in understanding the HUD Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act and related notices, guidance, and policies. The successful candidate will have extensive background on the Continuum of Care programs such as program design and implementation strategies, evidence-based practices and best practices for the design and delivery of homeless services and programs. The successful candidate will have 3 years or more experience in working with State of California (State) Departments, including but not limited to the Department of Housing and Community Development (HCD), Department of Social Services (CDSS), Department of Health Care Services (DHCS) and Business, Consumer Services and Housing Agency (BCSH), and have an understanding of State funded programs, such as Homeless Housing, Assistance and Prevention (HHAP).

In addition, this candidate must have the interpersonal skills and ability to work with a myriad of County and external agencies including but not limited to the Board of Supervisors, Continuum of Care Board, Commission to End Homelessness, County departments, agencies, cities, non-profits, homeless advocates, residents and community groups. An ideal candidate will also have experience with Boards and Commissions.

The successful candidate will have extensive experience in all of the following competencies:
  • Technical Knowledge / Technical Experience
    • Knowledge of federal, state, and local homeless services initiatives
    • Knowledge of grant and program terminology and legislation, regulations, and eligible activities to ensure grant compliance
    • Knowledge of grants related to homeless services, including the Continuum of Care, Emergency Solutions Grant (ESG), Homeless Housing, Assistance and Prevention (HHAP), Housing and Disability Advocacy Program (HDAP) and other grant opportunities as they arise
    • Knowledge of grant and program budget activities, including detailed management of multiple federal and state-level budgets and allocation of funds for various County contract budgets
    • Facilitating contract monitoring: including analysis for compliance to program and grant requirements, preparation and review of monitoring checklists, review and providing recommendations for improvement of client files and program implementation, and drafting and issuing monitoring closeout letters to note concerns and/or findings
    • Analyzing data and expenditures to evaluate the Continuum of Care’s effectiveness and overall performance, including spending trends and grant reporting

    • Working in collaboration with the Continuum of Care to implement strategies and objectives to effectively address homelessness

MINIMUM QUALIFICATIONS

Note: Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credential Services (N.A.C.E.S.) .
