Construction Procurement and Contracts Manager: 159,536.00 - 203,777.60 annuallyConstruction Manager: $176,134.40 - 224,910.40 annually Overview: Valley Water is searching for top-tier candidates to fill this exciting opportunity.This is a single position, for which the incumbent would be hired as either a Construction, Procurement and Contracts Manager or a Construction Manager. There are multiple ways a candidate may develop the skills and experience required to be successful in this role. Depending on the background and experience of the selected candidate, the exact classification will be determined at point of hire.Valley Water is looking for a Construction Procurement and Contracts Manager/Construction Manager to manage Valley Water’s complex and technical public works procurements and oversee the Construction Contracts and Support Unit. Our ideal candidate will have experience managing procurement for large-scale construction projects and a background in public sector labor compliance. This candidate will have experience with complex, multi-million-dollar construction contracts and procurement spend (Valley Water’s spend over the next several years is $2.5 billion), preferably with construction projects in California. The selected candidate will be a proactive leader, a self-starter, and a motivator with strong communication skills and the technical expertise to offer solutions to obstacles in the procurement process. THE JOBThe Construction Procurement and Contracts Manager/Construction Manager oversees the newly created Construction Contracts and Support Unit, including a staff of seven, which includes two direct reports. This position is responsible for managing Valley Water’s complex and technical public works procurements, including contract planning, development, advertisement, negotiations, award, and administration. This position will also oversee labor compliance programs after contracts are awarded, including Project Labor Agreements and prevailing wage. This position manages relationships within the organization and with vendors and prospective bidders, communicating processes, policies and procedures and representing Valley Water with tact and professionalism. IDEAL CANDIDATEThe ideal candidate will be self-guided, proactive, responsive, and solutions oriented, with excellent communication skills and a strong customer service orientation. The ideal candidate will also be engineering and architecturally minded, with the ability to read and interpret plans and specifications and communicate with both technical and lay people about the large-scale construction procurement projects they oversee. Successful candidates will have demonstrated knowledge of effective public sector procurement programs, labor compliance, prevailing wage, and the related laws and regulations. This candidate will have experience with complex, multi-million-dollar construction contracts and procurement spend (Valley Water’s spend over the next several years is $2.5 billion), preferably with construction projects in California. We are looking for a leader who will motivate and inspire staff while driving projects forward.Ideal Experience: Construction Procurement and Contracts Manager: Five (5) years of construction contract procurement management experience.ORConstruction Manager: Five (5) years of professional civil engineering and/or construction management experience and a P.E license.The five (5) years of experience must include two (2) years of direct supervisory experience.Ideal Training and Education: Equivalent to graduation from an accredited four-year college or university with major coursework in business public administration, civil engineering, or a science related degree or related field.
