JOB SUMMARY:


Develops, or assists outside professionals and consultants to develop, scope, program, and budget for proposed annual capital projects.

Designs, or supports the design process of outside professionals in the development of contract documents for approved capital renovation projects. Estimates, or assists in estimating the cost of approved capital projects. Seeks and analyses contractors' bids for approved capital projects. Oversees the construction process of approved capital projects. Maintains capital project financial records, analyzes project costs on a monthly basis, and investigates variances, effects necessary corrective action. Maintains archival drawings and specifications of the facility. Proposes cost saving construction methods and materials.

Maintains space inventory program (Auto-CAD).


ESSENTIAL FUNCTIONS


o For proposed capital projects, investigates and assembles site data on

existing conditions.


o Reviews and reports on the progress drawings and specifications produced

in the design process by outside professionals.


o Designs minor capital projects by producing schematic, design development,

and working drawings with specifications.


o Invites, analyzes, and recommends bids/proposals for contracted services

needed to construct approved capital projects.


o Arranges for all state and municipal approvals necessary to obtain

building permits.


o Coordinates and collaborates with the Facilities Manager to assign and

schedule work to be performed by hospital staff in the construction process.


o Directs, coordinates, and evaluates the work of assigned hospital staff

and outside contractors.


o Develops construction schedule for each capital project to ensure timely

completion.


o When construction activity might affect patient care, coordinates such

activity with affected departments and Infection Control in advance of

the project.


o Visits every construction site daily to inspect project progress and

to assure that the construction procedures, equipment and the environment

adhere to the hospital and building code safety guidelines.


o Develops and recommends capital project budgets.


o Assists as needed with the purchasing aspects of capital construction

projects.


o Analyzes financial reports for projects, investigates budget variances,

and effects necessary corrective action to ensure project is completed

within allocated funds.


o Develops and maintains space usage records, reporting square footage

changes periodically to Fiscal Services for regulatory purposes.


o Develops, establishes, and maintains hospital's construction standards

in keeping with applicable building codes, regulatory agency requirements,

and the Americans with Disabilities Act.


o Coordinates project and signage activities with departments affected.


o Attends departmental and hospital committee meetings dealing with subjects related to major areas of responsibility.


o Participates in administrative staff meetings and attends other meetings

as required.


o Pursues professional activities to remain current in field and to maintain

registration.


o Performs other related duties.


QUALIFICATIONS:


Degree in Architecture or Architectural Engineering with Massachusetts

Registration. Five years experience after professional registration

in planning, design, construction management, and renovation of institutional

buildings are required.


SKILLS AND ABILITIES:


o Leadership qualities to include effective communication skills to deal with

individuals at all levels of the organization as well as outside architects,

engineering consultants and construction contractors. Must be able to

balance and effectively resolve conflicts between the construction

needs/requirements of the Hospital, the needs of tenant departments and

construction personnel.


o A high level of administrative and organizational skills are required in

order to manage multiple projects of moderate to large scope. Must be

able to oversee the design/construction process and steer projects to

successful conclusion within tight time frames.


o Analytical and problem solving skills are required in order to anticipate and

resolve issues that may affect project's conformance with design

specifications, budget allocations and ability to meet construction

deadlines.


SUPERVISORY RESPONSIBILITIES:


May supervise and provide training and direction for construction project

personnel.
