HOURLY PAY RANGE: $21.44 - $35.73
DIVISION: Water Resources
REPORTS TO: Chief Inspector
SUMMARY
This position is responsible for coordination and inspection of water and wastewater construction projects including treatment plants, pump stations, transmission mains, force mains, distribution systems, and collection systems. This position requires well-developed communication, organizational, and time management skills, considerable attention to detail, and a thorough knowledge of materials, methods, and techniques involving construction of water and wastewater facilities.
ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Accurately interpret contracts, drawings, specifications, permits, and other items related to projects; read such written material in small print
  • Ensure compliance with schedule milestones, contract documents, federal, state, and local regulations
  • Attend meetings during all phases of projects
  • Perform daily field inspections of projects under construction
  • Coordinate and manage technical inspections performed by others (e.g. SCADA, electrical, instrumentation, controls, etc.)
  • Maintain daily reports detailing work conditions, resources, progress, and deficiencies.
  • Witness, evaluate, verify, and track testing compliance
  • Interpret and evaluate payment applications, requests for information, change orders, submittals, O&M manuals, and as-built/record drawings
  • Coordinate, witness, and verify project commissioning
  • Prepare punch lists for substantial and final completion of projects
  • Provide technical assistance for projects
  • Respond to emergencies and work extended shifts as necessary
  • Perform other duties as assigned

Requirements:KNOWLEDGE/SKILLS/ABILITIES

  • Ability to perform duties with minimal supervision
  • Ability to employ sound judgment
  • Ability to think and communicate coherently and logically; communicate effectively with individuals and groups using oral, visual, and written means; tailor communication to the intended audience (e.g. internal staff, contractors, suppliers, landowners, engineers, developers, customers, governmental entities, etc.)
  • Ability to train others on the job
  • Skill in documenting project delays, issues, and incidents
  • Skill in presenting data to provide timely information for management’s use
  • Skill in determining the quantity and quality of construction work
  • Skill in determining deviations from contract requirements
  • Ability to operate a calculator and perform basic mathematics (e.g. algebra, physics, geometry, etc.)
  • Ability to perform basic surveying (e.g. coordinate geometry, differential leveling, etc.)
  • Ability to operate a computer, with typing proficiency (e.g. Bluebeam, Outlook, Word, Excel, etc.)

EDUCATION/LICENSES
High School Diploma or GED is required. College degree is preferred.
Must maintain a valid Texas Driver License with acceptable M.V.R. and must be able to remain insurable under GBRA’s vehicle liability policy.
Within first six months of employment, complete TCEQ basic water and wastewater operator courses.
EXPERIENCE
Five years of relevant construction experience. Must have a thorough knowledge of materials, methods, and techniques involving construction of water and wastewater facilities.

Employees must wear protective footwear in compliance with ANSI or ASTM standard. New employees are provided protective footwear. Replacement footwear is provided annually for qualifying employees. Enter and work in confined spaces and hazardous environments, as defined by OSHA. Perform basic first aid and CPR. Climb up and down vertical ladders up to 200 feet. Be able to lift 50 pounds chest high. Must be able walk several miles in a day across rough terrain. Accurately interpret true colors.
WORK ENVIRONMENT
Approximately 20 percent of work is indoors; 80 percent is outdoors and may be in inclement weather. Ability to work extended and varying hours to meet project needs. Travel varies depending upon project, but at times will involve overnight stay.
