Position: Chief Compliance Officer

Reports to: COO

POSITION SUMMARY:

The Chief Compliance Officer (CCO) functions as the executive in charge of ensuring that the organization follows all legal, ethical, and proper conduct, while exceeding standard expectations through quality assurance, continuous quality improvement, professional development, risk management and data analysis. The CCO monitors, reports, and advances the compliance programs. The CCO also reports and provides guidance for the Board and executive team on matters relating to ensuring that compliance standards across organizations enhance the ability to meet strategic goals and align with our mission. The CCO, together with the executive team, is authorized to implement all necessary actions to ensure achievement of the objectives for an effective compliance program.

Reporting Relationships:

The CCO reports directly to the COO and works with the other members of the executive management team. The CCO currently has the following areas as part of the compliance team with direct reports: Quality Assurance, Grant Management, Professional development, New Hope School of Counseling and Data Analysis.

Essential Accountabilities:

ACCOUNTABLE FOR OVERALL ORGANIZATIONAL COMPLIANCE

  • Lead and manage the day-to-day compliance team activities
  • Ensure policies and procedures are in place to exceed standardized expectations
  • In collaboration with program leadership, monitor and enhance compliance through regularly scheduled internal Quality Assurance and Continuous Quality Improvement activities
  • Ensure effective systems, processes and professional development exist, creating, adapting or abandoning as appropriate, to consistently deliver/exceed the targeted level of quality service, customer experience and employee culture
  • Proactively spot and address risks and trends based on organizational incidents, metrics, scorecards, and other reporting and management tools for best organizational practices
  • Ensure compliance with licensing, credentialing, funding or other external governing bodies
  • Model the culture and leadership principles ascribed by Rincon Family Services

Performance Measures:

This position will be evaluated based on compliance with internal and external compliance standards, including but not limited to:

  • Policy and Procedures
  • Internal and External Audits
  • Data Management use to prevent and mitigate risk and to promote continuous quality improvement
  • New Hope School of Counseling services

Working Conditions:

This job is performed in a hybrid environment. There is a high level of interaction program staff and documentation. Frequent travel to all locations throughout agency geographic service areas, currently including Cook and Kankakee Counties is required. The CCO will be expected at times to work outside normal office hours.

Qualifications & Experience:

  • COVID-19 Vaccination is required
  • Master's degree in non-profit administration REQUIRED
  • Public health administration, business administration or similar and at least 7-10 years of behavioral health compliance leadership experience; experience with SUPR, DMH, IDoA, DCFS and CARF preferred
  • Licensed Clinical Professional preferred; a licensure/certification in behavioral health field REQUIRED
  • Demonstrated experience developing effective systems, tools, and compliance culture in 200+ employee, multi-site, multi-program organizations
  • Demonstrated experience leading a developing team, in developing programs
  • Working knowledge of public and private grants management and Medicare/Medicaid FFS billing
  • Executive-level proficiency of Microsoft 365, including Outlook, Excel, Word, PowerPoint, and Teams and Adobe Pro
  • Must pass pre-employment background checks
  • Bi-lingual English/Spanish preferred
