The Compliance Officer is responsible for ensuring that all College processes and procedures comply with the local, state, and federal laws. The Compliance Officer is also responsible for ensuring that the College operations comply with internal standards and monitors all operational processes and procedures using a compliance management system to ensure that the College complies with all legal regulations and ethical standards.

LOCATION

The position is open for on-campus, hybrid, or remote work. The ability to attend occasional high-priority meetings on-site in Steubenville and/or Youngstown, Ohio is required.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Ensure all College processes and procedures are in compliance with federal, state, and local law.
  • Conduct regular assessments to determine whether policies are compliant with the law.
  • Assist with the development of standards for the College’s operating procedures.
  • Develop and implement a compliance program to ensure the College operates in accordance with state and federal laws.
  • Manage information flow by researching, recording and analyzing data and information.
  • Determine compliance metrics and establish a system for tracking them.
  • Perform compliance audits to determine whether established protocols are being followed and where they can be improved.
  • Maintain up to date written documentation and policies related to the College's activities.
  • Manage the ongoing review of materials and communication tools to ensure College departments meet compliance requirements.
  • Train and educate staff and faculty so that they are informed of any legal changes and updates to compliance guidelines.
  • Create and manage a compliance resource library for staff and faculty members to reference when they have questions.
  • Act as contact person and liaison between department heads and senior management.
  • Monitor regulatory affairs and the impact changes will have on College operations.
  • Remain up to date on federal and state laws related to the College and update policies accordingly.
  • Adhere to regulatory reporting guidelines and filing deadlines.
  • Serve as a liaison between regulatory bodies and operating divisions of the College.
  • Prepare and submit applications and reports to applicable regulatory agencies.
  • Respond to requests for information from regulatory bodies.

EDUCATION & EXPERIENCE

  • Master of Legal Studies or Juris Master is preferred.
  • Master’s degree and an equivalent combination of education, training, and experience in a field related to law, risk, or compliance is required.
  • Minimum of 3 years of experience in risk management and/or compliance roles (or an equivalent combination of education, training, and experience) is required.
  • 5 years of experience in risk management and/or compliance roles (or an equivalent combination of education, training, and experience) is preferred.
  • Experience in higher education is preferred.

SKILLS & ABILITIES

  • Excellent oral, written, interpersonal, negotiation, presentation, and communication skills.
  • Strong demonstrated understanding of the mission of the community college.
  • Demonstrated commitment to diversity, equity, and inclusion.
  • Well-developed analytical skills with an ability to synthesize complex information and apply it to strategic initiatives.
  • Ability to work cooperatively with multiple constituencies, both internally and externally.
  • Exemplify strong knowledge of education protocols and best practices.
  • Excellent analytical skills and ability to accurately interpret complex documents and policies.
  • Strong time management and organizational skills and ability to meet deadlines.
  • Should have a strong moral code and sense of ethics.
